‘Jueteng’ dead in C. Luzon—Ladao

CAMP OLIVAS, Pampanga –Police Regional Office 3 director Chief Supt. Edgardo T. Ladao said that “jueteng has seized to exist” in Central Luzon since the operation of the Small Town Lottery (STL) launched by the Philippine Charity Sweepstakes Office (PCSO) a few years back.
Ladao’s claim is backed-up by town police chiefs, police provincial directors, mayors and governors in Central Luzon who all issued a certification clearing their area of jurisdiction of any “jueteng” operation.
He issued the statement during a press briefing which followed the holding of a conference here yesterday between the PNP and PCSO headed by Atty. Jose Ferdinand M. Rojas II.
It was an offshoot of the order of Secretary Mar Roxas of the Department of Interior and Local Government for the police to stamp out the illegal numbers game allegedly still being operated in the region.
In the meeting, the PCSO, headed by Rojas, said STL has nipped to the bud the survival of jueteng as apparent in the steady increase in the remittances of the government-sanctioned numbers game.
STL remittances, Rojas said, increased by at least 200 to 300 percent since 2010, with Pampanga STL operations topping all others in terms of collections Rojas said the Suncove Corp. based in Apalit town posted P2.402 billion gross sales in six years since September 28, 2006, with P47-million monthly gross sales since January 2011, topping STL operations in 14 provinces and five cities.
Last year, Suncove Corporation reported P578,051,042 in gross sales. In the first nine months of this year. The corporation’s gross sales totalled P430,254,702.
Rojas said Nueva Ecija had recorded the second-highest STL gross sales in about two years. Batangas and Quezon are also included in the top list of the STL operators. No specific amounts were mentioned for the said provinces.
Suncove also reported a gross sales reaching P38.5 million in three months in 2006; P253.4 million in 2007, P361.4 million in 2008,; P346.9 million in 2009; P394.2 million in 2010; P578 million in 2011; and P430.2 million in nine months of 2012.
Officials of Suncove Corporation was able to turn over P108,939, 342 million to the PNP local and national offices hounded by the lack of personnel, service guns and vehicles including operational allowances.
Top officials of the STL franchisee were compelled to publicize the corporation’s operational sales and collection to clear the air on the controversy that the illegal numbers game exist in Pampanga as claimed by “money shoppers” of Secretary Roxas who allegedly placed bets on “jueteng”.
“They are probably bookies but not jueteng. And STL bets are sometimes mistaken as jueteng,” said Ladao.
Bookies are “small-time” operators who pose as official Suncove bet collectors.
Secretary Roxas ordered an investigation on the alleged resurgence of “jueteng” during the Regional Peace and Order Council (RPOC) meeting at the Oxford Hotel in Clark attended by Central Luzon governors and top police officials.
Ladao said he is willing to resign if it was proven that there was resurgence of jueteng in Central Luzon, particularly in Pampanga.
In this light, the PCSO and the regional police are in the process of coordination to improve STL collections without which, as Ladao said, many would “go hungry.”
Among the improvements to be implemented starting this December is the issuance of proper uniforms with complete identification cards duly accredited by the regional police office.
According to Ladao, this could help law enforcers to distinguish PCSO-STL operations from those engaged in illegal numbers games (bookies).
“This could be a solution to the never-ending issue about jueteng in Central Luzon. I find it as an ultimate formula to remove jueteng,” Ladao said.
Once the implementing rules and regulations are strengthened, Ladao said violators will be arrested and could be a ground for their suspension from work.
“Bet collectors found violating the IRR could be suspended for a period of time,” said Ladao, adding the police can also recommend the revocation of the STL franchise.
At least nine STL franchise holders and their managers have joined in the conference and were in agreement with the improvements.
DILG3 Director Florida Dijan for her part encouraged STL franchise holders to police their ranks.
Chief Supt. Wendy Rosario, Deputy Regional Director for Administration (DRDA), said the meeting was timely to clear doubts and wrong perception by higher headquarters about STL operations in the region, which is being mistaken to be an illegal numbers game.
The meeting was also attended Atty. Manuel L. Pontanal, regional director of National Police Commission in Region 3.
“Since the launching of STL, the PNP has been supportive for its implementation to eradicate jueteng,” Ladao told reporters.
