‘It’s FG’s chance to clear name’

MANILA, Philippines — Former First Gentleman Jose Miguel Arroyo will have a chance to clear his name in court on the plunder complaint filed by police investigators, a Palace official said Sunday.
Deputy Presidential Spokeswoman Abigail Valte brushed aside concerns raised by Arroyo that he was deprived of due process when authorities supposedly rushed the investigation against him for supposed involvement in the alleged anomalous helicopter deal.
Arroyo and several others are facing plunder charges before the Ombudsman for alleged involvement in the sale of second-hand helicopters to the Philippine National Police in 2009. Arroyo has denied allegations that he owned the helicopters sold to the police.
“The police investigated within their ranks and the process made. They saw cause to file a case and now it has been filed at the Office of the Ombudsman,” Valte said over state-run Radyo ng Bayan.
“Certainly, the former First Gentleman will be given his day in court. He will be given the opportunity to defend himself especially that the case is now with the Office of the Ombudsman,” she said.
Arroyo earlier insisted that he was not informed by the Criminal Investigation and Detection Group (CIDG) division of the PNP that he was being investigated over the helicopter deal.
Arroyo lawyer Innocencio Ferrer said his client’s rights were trampled anew by the government. But he asserted that they will respond to the complaint in the proper forum.
Meanwhile, Senator Franklin Drilon is unhappy with how the PNP filed the plunder case against Arroyo, saying it was filed more to help protect the officers involved in the sale and subject to Senate investigation.
In a Radio DZBB interview, Drilon said the plunder case filed against Arroyo and former PNP officers before the Ombudsman by the Criminal Investigation and Detection Group was “hastily filed.”
He said the case was apparently filed to help prevent the Senate from ferreting out the truth helicopter sale as police officials involved could now use the pending case to invoke their right against self-incrimination when summoned before senators.
“This is like a legal gag order which is being deliberately done because the Senate cannot compel the PNP officials to speak if they appear before the Senate again. This is a shotgun approach,” said Drilon.
But he said this “would not prevent us from filing separate cases against those involved.”
Drilon said the Blue Ribbon panel is still in the process of deciding whether or not to recommend charges of violation of the Anti-Graft Law against Arroyo and the PNP officials involved in the sale of two reconditioned Robinson R-44 Raven 1 helicopters.
Negros Occidental Rep. Iggy Arroyo, meanwhile, faces charges for being an “accessory to the crime,” after he claimed the helicopters were just leased to the Arroyo family-owned LTA Inc.
Drilon alleged that Iggy Arroyo was “part of the cover-up operation” and could be “an accessory to the crime.”
The PNP left out Iggy Arroyo from the plunder case it filed while including former PNP chief Jesus Verzosa, former PNP deputy chief for operations, Jefferson Soriano, former director for comptrollership Romeo Hilomen, former director for logistics Luizo Ticman and former director for research division Ronald Roderos.
Rowena Del Rosario, Arroyos’ former bookkeeper, and who was cited by the Senate in contempt and detained, would also face perjury raps for trying to protect her principals and for evasively answering question before the Senate committee, said Drilon.
The senator also said the Senate panel would also file a disbarment case against lawyer Lope Velasco for supposedly notarizing the lease agreement between LTA Inc. and Lionair Inc.
Archibald Po, president of Lionair, was been included in the charge sheet, but Drilon pointed out that Po is now under the custody of the witness protection program.
“The Senate has the power to place a witness under the witness protection program with the approval of the Senate President. It has been approved by Senate President Juan Ponce Enrile and this has been submitted to the Secretary of Justice as implementer of the law,” he said.
“It is now the duty of the Justice Secretary to inform the Ombudsman that Po is now under the WPP. I’m also asking Archi Po to cooperate and tell the entire truth so he would be an effective state witness,” said Drilon.
