House urged to probe charity sweepstakes office fund misuse

AN ADMINISTRATION lawmaker wants the House committee on government enterprises and privatization to probe reports alleging former officials of the Philippine Charity Sweepstakes Office (PCSO) and former President Gloria Macapagal-Arroyo used the agency as a “milking cow,” thereby leaving it with a P4-billion debt.
In filing House Resolution 1430, Quezon City Representative Winston Castelo said: “PCSO officials came up with an expose alleging of spurious media contracts and bogus medical claims” leaving a multi-billion peso debt in just about a year’s worth of doles for the poor and the sick.
A report from a daily newspaper cited PCSO Chair Margarita Juico who claimed that Arroyo, now the second district representative of Pampanga, used the agency’s funds to keep her allies in government and provide commissions to close media personalities.
“Such acts appear to have violated the agency’s rule to separate charity funds from its other account or the general expense in violation of Commission on Audit accounting rules and regulations,” Castelo said.
According to the lawmaker, allegations were that former Arroyo appointees entered into million-peso contracts with favored media groups and issued hundreds of guarantee letters to hospitals such that P1 billion has become payable to media groups and another P3 billion in obligations to hospitals.
“Definitely, the sad reality of the very responsible officials found into the act of co-mingling funds intended for operating expenses with those for charity work would prove prejudicial to sound budgeting and spending in a government agency that should account for every peso disbursed,” he said in a press statement.
Castelo stressed that President Benigno Aquino III’s much publicized “right path” or “daang matuwid” only means that those in government that have control over public money should be held accountable by the administration.
“Certainly, if they are found to have dipped their fingers to line their own pockets, they (the appointees) should be made liable,” he said.
PCSO chair Juico had said the findings of the agency’s legal team will be submitted in a plunder case against the former President.
Arroyo’s camp meanwhile does not intend to issue a comment on the matter, letting former PCSO officials to answer the allegations thrown against them. (Kathrina Alvarez/Sunnex)
