House opposition boycotts budget briefings

MEMBERS of the House minority bloc unanimously decided to boycott the budget briefings starting Monday after some opposition leaders failed to get their priority development assistance fund (PDAF).
Of the 34 members of the House opposition, 14 have not received any releases for their respective districts, 18 have incomplete releases, and only two received their districts’ full allocation for the first half of 2011.
“PDAF allocations are entitlements of constituents and not of individual legislators,” Minority Leader Edcel Lagman said.
The minority leader scored the uneven treatment of minority members as a divide-and-rule strategy that “attempts to drive a wedge within the ranks of the opposition.”
“It is pointless for minority members to participate in the budget briefings and hearings because after the General Appropriations Act is enacted, allocations are impounded and immobilized,” he stressed.
Davao del Sur Representative Marc Douglas Cagas IV, a member of the Nacionalista Party who belongs to the minority party, was the only one who attended the briefings of the Development Budget Coordinating Committee (DBCC) because he was not aware of the minority’s earlier decision.
During the hearing, Cagas said he is willing to do anything – even kneel before President Benigno Aquino III — to get his share of PDAF for this year.
Cagas also complained that under the proposed national budget for 2012, not a single centavo has been appropriated for his district.
Meanwhile, despite the threat of boycott from House minority bloc, Malacanang is still confident that the budget will still be passed on time.
“I would like to think that we have the majority in both Houses of Congress…We are confident that it will be passed on time,” Presidential Development and Strategic Planning Secretary Ricky Carandang said.
He said the efforts of the administration to submit the proposed budget early to Congress would be worthless if it will not be passed on time. Aquino earlier said he hopes to sign the 2012 budget before the year ends.
“We welcome Congress doing its fiscalizing job asking the right questions about where the money is going and we are also hopeful and confident that it will be passed despite the objections of some in the minority,” Carandang added. (Kathrina Alvarez/Jill Beltran/Sunnex)
