House budget deliberations stalled

MANILA — The lack of number of congressmen in the session hall of the House of Representatives stalled the first day of the budget deliberations with the House Committee on Appropriations chairman delivering his sponsorship speech on the proposed budget bill almost two hours after the schedule.
“At 10 a.m. there was no quorum. I assume either the minority acceded despite the lack of quorum or there was lack of quorum that’s why the minority acceded,” appropriations committee chairman Joseph Emilio Abaya told reporters in a news briefing.
At least 144 congressmen need to be present in the session hall for the House Secretary General to declare the presence of a quorum.
Only 120, however, showed up during the sponsorship speech of House Bill 5023 – the budget bill which would allow the executive to disburse its proposed P1.816 trillion national budget for 2012.
“It’s the first day jitters rather than a protest or any sign of discontent. Otherwise, I would have felt it right now if there were issues on the budget and we get to resolve them on the spot,” Abaya said when asked if he sees the lack of quorum as a sign of protest from lawmakers who earlier complained of delay in the release of their priority development assistance fund (PDAF), more commonly known as “pork barrel.”
“We are confident this afternoon that there will be a quorum. We are confident that we will able to pass the budget, sigurado yan,” Majority Leader Neptali “Boyet” Gonzales II added.
The marathon of plenary budget hearings is scheduled to take place for two weeks. The reconciled version of the budget bill by the House of Representatives and the Senate is expected to be signed into law by December 15.
