House approves final reading on breastfeeding bill

CITY OF SAN FERNANDO — The House of Representatives has approved on third and final reading the proposed breastfeeding awareness bill sponsored by a Kapampangan lawmaker.
The bill known as the “Family Support for Breastfeeding Act” was introduced by fourth district Representative Anna York Bondoc-Sagum during the opening of the 15th Congress.
Sagum said the bill seeks to promote and support breastfeeding as an essential component of family planning, infant nutrition and responsible parenthood by giving proper information and education to couples applying for a marriage license.
“This will promote awareness on breastfeeding among couples seeking to get married by mandating that all applicants for a marriage license receive instructions and information relative to breastfeeding and infant nutrition,” Sagum said.
The bill requires the persons applying for a marriage license to submit a Certificate of Compliance issued by a Family Planning Officer attesting that applicants have duly received comprehensive instructions and information on family planning, responsible parenthood, breastfeeding and infant nutrition.
“While building awareness on family planning and responsible parenthood is a step in the right direction towards such goal, a targeted and specific campaign must likewise be launched so that persons in the best position to ensure the health of Filipino children are equipped with accurate and updated information,” Sagum said.
Through the bill, Sagum said, it becomes clear that a targeted and specific information and awareness campaign on breastfeeding and infant nutrition becomes critical and imperative for the future of the country, alongside with family planning and responsible parenthood.
Moreover, the bill mandates all Family Planning Offices to give instructions and information pertaining not only to family planning and responsible parenthood, but to breastfeeding and infant nutrition as well.
It also directs the Department of Health (DoH), Department of Social Welfare and Development (DSWD) and Population Commission to furnish every Family Planning Office with proper information and resources to update it on current studies and research on family planning, responsible parenthood, breastfeeding and infant nutrition.
The bill also allows the Family Planning Offices in all local government units to require the assistance of volunteer medical doctors, nurses and other licensed health professionals or health care workers to assist in the information campaign.
“The measure prohibits the promotion, endorsement or marketing of any commercially produced or commercially sold product or any paid medical, health or wellness service,” Sagum said.
Co-authors of the bill are Representatives Ma. Theresa Bonoan-David (fourth district, Manila), Bernadette R. Herrera-Dy (Party-list, Bagong Henerasyon) and Alfredo Marañon III (second district, Negros Occidental), also the Chairman of the Committee on Health.
