Hog operators urged to form association

March 18, 2011

PORAC — Piggeries and poultry operators in this town should create an association so they can police their ranks on the compliance of sanitation measures, a local official said.
Councilor Michael Tapang, also chairman of the town’s trade and industry committee, said hog and poultry farm operators, whether big or small, should form a group and sanction each member.
“Now is the best time for them to create an association so they can police their ranks and stop the finger pointing on the foul smell issue,” Tapang said.

Tapang had been suggesting the creation of a hog farm association to 39 operators since October 2010, but they reasoned out that not all of them are violating sanitation standards set by the Environmental Management Bureau (EMB).
The association of hog farms, Tapang said, will also resolve whether there is a need for an inspecting team from the Provincial Government.
“We already had that last year but the monitoring team only worked for two days and then was deferred for some reasons,” Tapang said.
Tapang’s suggestions to hog farm operators were based on the complaints of residents regarding the foul smell the farms emanate.
It was the Krusada Kontra Amoy (KKK) and the Pinoy Gumising Ka Movement (PGKM) that sought for either the closure or relocation of these hog farms.
PGKM President Ruperto Cruz once warned hog farm operators that he will invoke the Writ of Kalikasan if the local government unit will issue permits for these farms.
Moreover, the KKK, members of which are mostly old mothers and fathers, has started rallying against the hog farms 20 years ago.
However, in a recent inspection on these hog farms by Governor Lilia Pineda, it was found out that most of them still operate even without permits from local licensing agencies.
Tapang reiterated that he is not anti-business or against the operation of the hog farms.
“But they have to follow the law and eradicate the foul smell before they continue their operations. This way, I think, the complaints against them will stop, too,” Tapang said.
He also said it is the call of Mayor Condralito Dela Cruz to close hog farms in their town since they do not have any permits.
Tapang added the creation of a hog farm association and the temporary closure of hog farms are only short-term solutions to the foul smell problem.
“It is still a comprehensive land use plan, which will define which lands are for residential and industrial use, that could resolve the problem on a long term basis,” Tapang said.
