Highest quarry revenues posted under guv

CITY OF SAN FERNANDO — Quarry revenues under the administration of Governor Lilia Pineda was recognized as the highest ever in the history of the quarry industry in Pampanga when it peaked to P244 million.
Provincial Government Environment and Natural Resources Office (PGENRO) chief Art Punsalan said quarry collections as of 2 p.m. on Thursday were posted at P244,485,000. During the same period of the previous administration, total revenues were recorded at P230,900,000.
“We are P14 million more than the previous administration. On top of this, the Provincial Government has given some P20,616,000 of filling materials and government gratuitous permits or about 10,308 truckloads at market value price of P2,000 per truck. These were given for free, including fuel, maintenance and other transport costs,” Punsalan told Sun.Star Pampanga.
Documents obtained by Sun.Star Pampanga show that both previous and current administrations took off fairly well in quarry collections from July 1 to 31 in their respective starts at Capitol.
In 2007, former Governor Ed Panlilio’s “Biyaya a Luluguran at Sisikapan” collected P24,405,000, while Governor Pineda’s “Kapampangan a Lulugud at Matapat” posted revenues of P23,505,000.
The lowest collection of the Panlilio administration was recorded at P14,445,000 in June 2008, while the Pineda administration’s lowest was P16,890,000 in November last year. Punsalan said that collections, however, stabilized at an average of P20,000,000 per month.
“This is because of the system we have implemented. Operators and haulers now pay direct to the Provincial Treasurer’s Office so there are no collections being made on the field. Even Capitol, PGENRO and Kalam are not authorized to collect or receive payments,” he said.
Punsalan added that the milestone in quarry revenues was achieved through the cooperation of mayors, quarry operators and truckers like members of the Pampanga Truck Owners Association.
“All the stakeholders cooperated to improve our quarry industry. We are now looking at computerizing collections and making adjustments for efficiency. Whatever we can save more, we will put into the delivery of basic services and vital programs of the governor like health, education and solid waste management. We thank all of them for cooperating with us. We could not have done it without the support of these stakeholders,” said Punsalan, who was also cited by his colleagues at Capitol as one of the most efficient and effective executives in the Pineda administration.
