Hearing on election protest vs lawmaker set

CITY OF SAN FERNANDO — A House of Representatives panel is set to conduct a preliminary conference to look into an election protest filed by a Liberal Party candidate against a re-elected Pampanga lawmaker.
House of Representatives Electoral Tribunal (HRET) chairperson and Supreme Court Associate Justice Conchita Carpio-Morales scheduled the conference on February 24 at 10:30 a.m. It will be held at the conference room of the HRET building in Commonwealth Avenue, Quezon City.
Copies of the order were forwarded to petitioner Jose Quiwa III through his counsel, the Aceron-Avila-Vehemente-Del Prado Law Offices, and to respondent Lakas-NUCD Congressman Aurelio Gonzales Jr. through his counsel Tan Venturanza.
Quiwa filed the election protest against Gonzales in May 24, 2010 before the HRET, claiming “it was impossible” for the former to get only 10 percent of the total votes cast in the 158 precincts of the Pampanga third district, which comprises the towns of Arayat, Sta. Ana, Mexico, Bacolor and City of San Fernando.
Quiwa’s complaint accused Gonzales of alleged “vote-shaving, vote buying and vote-padding.”
The complaint alleged that “John Does” conspired to allow the manipulation of the Precinct Count Optical Scan (PCOS) machines, which either mis-appreciated, misled, miscounted or mis-tallied the votes of Quiwa in favor of Gonzales.
On May 26, 2010, Gonzales branded Quiwa’s charges as baseless and malicious, brushing it off as a “loser’s privilege in a democracy.”
Gonzales got 195,651 votes against Quiwa’s 24,640, a difference of 171,011 votes or more than 90 percent of the total votes cast. (Chris Navarro)
