Hearing on computerized quarry system slated today
CITY OF SAN FERNANDO–A committee hearing on the proposal to computerize the province’s quarry operations, which is seen to ensure efficient collection system and to maximize the industry’s potential, will be held at 2 p.m. today at the Sangguniang Panlalawigan session hall, Capitol compound.
Vice Governor Joseller “Yeng” Guiao, who, for the longest time, has been advocating for transparency and accountability in the sand and gravel business industry in the province, is expected to lead the committee hearing.
In an earlier interview, Guiao said institutionalizing the quarry system is one of the important pieces of legislation that the Sangguniang Panlalawigan would pass as a resolution.
Among those expected to attend the committee hearing on the proposed quarry computerization are Pampanga truckers, quarry operators, Department of Public Works and Highways (DPWH), representatives from the local government units especially in six quarry towns, and business sector like the Pampanga Chamber of Commerce (PamCham).
Accordingly, different stakeholders are expected to attend the committee hearing set today to show that the province is serious in putting up the system on quarry industry that would secure the revenues for the Kapampangans.
Earlier, Guiao bared that there is an urgent need to computerize the province’s quarry operation in order to establish parameters for better projects and programs for Kapampangans.
He said that once this is realized, the Sangguniang Panlalawigan will be able to set its own mechanism to eliminate human error in the operations.
The First District congressional bet furthered that one of his legacies as a third termer vice governor is the realization of the computerization and institutionalization of the quarry system.
“By computerizing quarry operations, we would be able to institutionalize quarry operations and maximize its potential. With that, the real trend and figures we achieved will not be altered whoever takes over the provincial government,” Guiao said.
He added safety measures will also be put in place for the continuous improvement in quarry system to achieve the most ideal revenue.
Earlier, the Provincial Environment and Natural Resources office recorded its highest revenue in quarry amounting to P649,782,500 for the year 2012.
Accordingly, with the efficient operations of Kapampangan A Lulugud at Matapat, the record-breaking feat was achieved thru the support of Governor Lilia G. Pineda.
This year, the provincial government, thru its PGENRO, is optimistic to get the projected P770 million revenue before the terms of Pineda and Guiao end this June.
Records obtained by Headline Gitnang Luzon showed that, from July to December 2010, the capitol had collected some P119 million.
In 2011, quarry collections were pegged at P238 million.
The year 2012 proved to be the breakthrough as revenues peaked to P272 million, with monthly collections averaging P20 million.
