Guv vows to help kabalen OFW on death row
CITY OF SAN FERNANDO — Governor Lilia Pineda is set to ask the Commission on Audit (COA) on the legality of contributing to the P55 million blood money being raised by the government to save the life of a Kapampangan overseas worker convicted by the Saudi Court of First Instance for allegedly killing a Sudanese national.
Joselito Zapanta, a father of two from Mexico town, was also convicted of theft last April 13, 2009. Initial reports said the blood money was initially set at P400 million but was later reduced to P55 million.
Reports said Zapanta has allegedly taken the cellular phone of the Sudanese national and money amounting to SAR 3,000 or approximately P32,000.
The National Government is currently coordinating on the case of Zapanta to help him pay the blood money to the family of Saleh Imam Ibrahim, an accountant of his landlord. Failure to do such would mean the imposition of the death penalty.
Pineda said that if approved, the money would contribute to the efforts of the National Government in raising the blood money. Pineda said that an initial P4 million is available for the blood money as confirmed to her by Vice President Jejomar Binay.
Pineda said family members of the accused overseas worker will head to Saudi Arabia for talks on Zapanta’s case.
It was reported that Binay formed a technical working group last year to study Zapanta’s case. Under Islamic laws, the “diyya” or blood money is given to the heirs of the victim to help stay a death sentence.
It was alleged that Zapanta did not receive his six months’ salary from his former employer and had decided to runaway to look for another job through the help of fellow overseas Filipino workers.
Zapanta was said to have accidentally killed Ibrahim “after he was beaten up for failing to pay his rent.”
