Guv creates action centers
PAMPANGA Governor Lilia Pineda on Saturday morning ordered the immediate creation of action centers in the flooded barangays near the Pampanga River, in the towns of San Simon, San Luis, Macabebe, Candaba and Masantol.
Pineda stressed that each town, within their boundaries, would have their fully equipped action centers.
“These would be manned by social workers, police and rescue personnel.
The centers will be equipped with important supplies, including generators and rescue equipment like trucks and rubber boats.
Pineda was concerned over the unwillingness to evacuate of some residents, living near the Pampanga River, especially near the Arnedo Dike, which she said was badly damaged and leaves no protection for folks in the fourth district towns where floodwaters have reached 12-feet deep.
Some 35,000 families or 175,000 residents in the areas are being requested to evacuate for their own protection and safety.
“But there will be no forced evacuation. Capitol will continue to monitor and support their needs and address their concerns,” she said during the press conference at Benigno Aquino Hall at the Capitol Compound.
The main plan is to save lives. That is why, it is important that the village chiefs should immediately convey to their constituents the message that there is a need to evacuate since Signal No. 2 was hoisted, and reports say that floodwaters could rise to as high as 18-feet,” the governor said.
Pineda admitted that though Capitol has funds for emergency operations, it could not simultaneously conduct evacuation and rescue missions due to shortage of qualified personnel.
“Ilan lang ba ang pulis natin at ang Army? Hindi kaya lahat ito ng Kapitolyo kaya kailangan ay tulong-tulong at ang kooperasyon ng lahat?” she said.
The governor added that there are sufficient evacuation centers, like productivity centers, with health and sanitation facilities that could accommodate volunteer-evacuees.
“Iyung iba naman ay puwede munang tumuloy sa mga kamag-anak nila na may mataas na bahay sa hindi binabahang lugar,” she said.
Pineda directed barangay chiefs, mayors and board members to assist affected residents in the areas and monitor activities in the action centers.
