Group: eJeepneys may be introduced in Cebu

IF NEGOTIATIONS bear fruit, environment-friendly electronic jeepneys will soon ply the busy roads of Cebu City and nearby towns, a group spearheading the initiative told Sun.Star on Tuesday.
The Institute for Climate and Sustainable Cities (ICSC) said talks are already ongoing to expand the services of e-jeepneys to the provinces, especially in Cebu where rapid industrialization continues to be accompanied by dependence of the public transport on fuel.
“We’ve had a running conversation with some LGU (local government unit) friends in Cebu but I can’t identify them yet because it might short circuit our conversation,” ICSC executive director Red Constantino told Sun.Star.
Though the organization could not give a specific date as to when the e-jeepneys will be introduced in Cebu, Constantino said anything is possible at the moment given the interest shown by the undisclosed LGUs.
On Wednesday, ICSC launched its third eJeepney-dedicated route in Makati, the Philippines’ financial capital.
Dubbed the “Makati Heritage Route,” the route traverses the city’s historic section, high technology, and commercial areas, the group said in a statement.
A total of 14 units are currently plying three Makati routes exclusive to public electric transport.
A 14-seater eJeepney carries a hefty price tag of around P350,000 to P400,000 while a 24-seater model, which can go up in rough and steep terrain, is worth P730,000.
While some LGUs may find the cost prohibitive, Constantino said the ICSC is already finalizing details with commercial banks that are willing to finance the e-jeepneys project.
“If the LGU is the one buying, the bank may spread the cost over, say, five years. I am not at liberty to name the banks. We’ve come to that agreement since the partnership papers are still being processed,” he said.
With spiking oil prices, the shift to eJeepneys will not only result in cleaner air but in higher take-home income for jeepney drivers and operators, the ICSC head noted.
He added that a jeepney travelling at least 100 kilometers will need to buy over P600 worth of diesel. For the same length, an e-jeepney will cost only P160 in electricity, for a difference of at least P450.
“It will pay off quite quickly. That’s what we say,” Constantino said.
The e-jeepney is part of the bigger Climate-Friendly Cities project, an integrated waste management, sustainable transport and clean energy program developed to promote sustainable solutions to climate change.
It counts the Philippines’ leading ecotourism destination, Puerto Princesa City, as its partner along with other cities.
Meantime, the ICSC has been working closely with the Land Transportation Franchising and Regulatory Board (LTFRB) to get the country’s first ever commercial franchise for e-jeepneys.
“We have been told by the LTFRB that the franchise papers may be issued inside a month, or even within weeks. We are confident this will catalyze the massive uptake of cleaner, safer, climate-friendly public utility vehicles,” Constantino said.
Cebu Representative Eduardo Gullas has since proposed a railway system in the metropolis to ease heavy traffic and pollution.
Earlier, a $1-billion build-operate-transfer agreement with the AMA Group of Holdings Corp. to build a 71-kilometer three-phased metro railway project (MRT) project in Metro Cebu was stalled.
The DOTC has found it difficult to get lower offers from other private entities, Gullas said in a statement in June last year. The multi-billion facility would have run from Danao City in the north to Carcar City in the south.
