Garcia: Each year’s brighter than the last

A TRIP that Cebu Gov. Gwendolyn Garcia made to Bantayan one stormy afternoon four months ago illustrates her seven years of service to the province, she said last night.
In her State of the Province Address, the governor recalled that during that March trip to the remote island barangays of Lipayran, everyone from the boatman to the congressman advised her not to proceed.
“I had a decision to make,” she told the crowd at the Capitol Social Hall. “And the only question that, for me, needed to be answered was, ‘Are the people still waiting?’ They were. And that was all that mattered to me.” She proceeded with the trip.
“Are the people still waiting? If they are, then there is work to be done and we will take that stormy trip, we will make that dangerous journey again and again,” Garcia said.
The governor’s 50-minute speech, interrupted by applause 45 times, included a listing of what her administration has done, from enterprise and education services, to roadwork and power supply. She wore a piña suksok Barong Tagalog by the designer Philip Rodriguez.
“Each July of the past seven years, when I stood before you as I do now, that balance of hope we have never failed: each year brighter than the last; the state of the province stronger, always with each passing year,” the governor said.
Garcia is serving her third consecutive term as the province’s first female governor.
Among the achievements she emphasized was the Province’s absence of debts and its accumulation of P28.6 billion in assets.
She said the Province has asphalted at least 773 kilometers of roads, concreted more than 175 kilometers of barangay roads and, among others, built 858 classrooms.
The Capitol has also provided bags and school supplies to over 600,000 children, she said, and scholarship grants to 385 scholars.
At least 62,229 malnourished children were enlisted in a supplemental feeding program, with a rehabilitation rate of 87 to 90 percent.
As support for local businesses and the economy, she cited the inauguration of two power plants in the cities of Naga and Toledo, as well as the provision of capital to 3,513 women for small-scale enterprises, among others.
After building three 100-bed hospitals in Carcar City, Balamban and Danao City, 12 more district hospitals are up for improvements soon. The Capitol, she added, has enrolled 409,736 families in the Philhealth Indigency Program.
Amid recent reports on cybersex dens in some towns, the governor said that the Provincial Women’s Commission continues to provide legal and psychological help for rescued victims of human trafficking.
Numbers peppered the speech, among them: 4.9 million surviving trees and 1.6 million mangroves planted to date; 49 festivals created in the 51 towns and cities.
Garcia said the Province, during her watch, has also established working partnerships with 14 provinces and states across Asia, Europe, USA, China, Korea, Russia, Israel and others.
