FOI advocates advised to give Aquino more time

HOUSE Speaker Feliciano Belmonte Jr. believes President Benigno Aquino III will fulfill his vow of transparency and pass the freedom of information (FOI) once all the details have been ironed out by Malacañang.
“I think that he had the courage to say I am for RH (reproductive health) bill, and I think he will not shield himself from the other laws, but definitely give him time to work on it,” Belmonte told reporters.

The controversial RH measure was included in the new priority bills of the Aquino administration while the FOI bill – which will allow easier access to government documents – was left out of the list discussed during the recent meeting of the Legislative-Executive Development Advisory Council (Ledac).
Belmonte appealed to his colleagues who have long been pushing for the enactment of a Freedom of Information Act to give the President more time to study the provisions of the proposed legislation and come up with the Palace’s own version.
“The President is well-informed on it and he said there were still problems that he would like to work on, and I think he is true to what he is saying. We’d like to see what he wants to do about it and to input them as well,” Belmonte stressed.
President Aquino voted in favor of the FOI measure when he was still a member of the Senate.
Bayan Muna party-list Representative Teddy Casiño earlier criticized Malacañang for “killing” the primary purpose of the FOI bill after it proposed 11 exceptions to the proposed legislation.
The progressive party-list lawmaker, along with Deputy Speaker Lorenzo “Erin” Tañada, urged Congress to pursue with the legislative process of having the FOI measure enacted despite the reluctance of President Aquino to prioritize it.
But Eastern Samar Representative Ben Evardone, chairman of the House Committee on Public Information, had said that without the President’s endorsement, lawmakers won’t likely vote for its passage.
