‘Falcon’ to bring rains in Visayas, Mindanao

Wednesday, June 22, 2011

DAVAO CITY — State weather forecasters on Tuesday said Tropical Depression “Falcon” will not hit land but it will enhance the southwest monsoon and bring rains over Visayas and Mindanao.

At 5 a.m. Wednesday, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said Falcon has maintained it strength of 55 kilometers per hour (kph). No public storm signal was raised.

The weather disturbance was spotted 550 east northeast of Borongan, Eastern Samar at 4 a.m. Wednesday, moving northwest at 19 kph.

Both the Japanese Meteorological Agency and the US Navy’s Joint Typhoon Warning System in Hawaii also showed a similar west-northwesterly track.

“Widespread rains (due to enhanced southwest monsoon) are expected over the western section of Luzon including Metro Manila starting Wednesday which may last until the weekend,” Pagasa weather forecaster Sonny Pajarilla said.

While hovering at sea, Falcon is expected to gain strength and develop into a tropical storm, packed with winds of at least 65 kph near the center, Science and Technology Undersecretary Graciano Yumul said in a separate interview.

Flooding

As Falcon is expected to bring widespread rains in some parts of the country, the number of people affected by continuous flooding, particularly in some provinces in Mindanao, is expected to increase.
As of Tuesday, a total of 703,199 persons from 135,921 families have been affected by floodwaters brought about by continuous rain since the start of this month in 59 municipalities and five cities in 10 provinces in Mindanao, disaster officials said.

Last week’s devastation of Tropical Depression “Egay” had aggravated the already worsening condition of flood-affected families in Mindanao.

Damage to crops and properties is already nearing the half-a-billion peso mark in just 21 days of June.
From May 31 to June 21, 11 rivers have already broken their banks and inundated 575 barangays in four Mindanao regions.

The death toll is already 12, 10 of which were reported in North Cotabato. The two other drowning incidents caused by floodwaters and raging riverwaters were in Cotabato City and Carmen, Davao del Norte.

Rivers that have overflowed were the Bulatukan in Davao del Sur, Paquibato in Davao City, Lasang in Davao del Norte, Pulangui in North Cotabato, Pagalungan, Siumay, Rio Grande de Mindanao, and Tunggol in Maguindanao, and Maradugao, Maltipay and Saguirayan in Bukidnon.

Ten incidents of flashfloods and flooding were reported in Davao Region, with one in Davao del Sur affecting the towns of Magsaysay, Matanao, and Hagonoy; three incidents in Pantukan, Compostela Valley, affecting barangays Tibagon, Kingking, Tagbanua, Malapalway, and Tagugpo; four in Davao del Norte, affecting the towns of Carmen and New Corella and Panabo City; and two in Davao City, affecting barangays Paquibato, Publacion, and Lasang in Bunawan District.

Northern Mindanao had two reported flooding incidents in Kalilangan, Bukidnon, affecting seven barangays.

Sixty-seven barangays in the towns of Carmen, Pikit, Kabakan, M’lang, Libungan, and Banisilan were affected by the four incidents in North Cotabato.

Also affected were Lambayong in Sultan Kudarat province, Purok Matinabagon in Barangay Labangal of General Santos City, and 23 other barangays on Cotabato City.

In the Autonomous Region of Muslim Mindanao (Armm), Maguindanao was most affected, with 48 barangays in seven municipalities inundated. These are Pagalungan with seven barangays affected, Datu Mondawal with 11 barangays affected, and Sultan Kudarat with 10 barangays; four barangays in Sultan Mastura town, six in Sultan sa Barongis, and nine in Rajah Buayan.

Also experiencing the floods brought by continuous rain were Paglat and Jolo, Sulu, as well as Barangay Manggahan in Malabang, Lanao del Sur.

Tornado

A tornado was also reported in Tantangan, South Cotabato.

Cotabato City has the highest number of affected families in as far as a local government unit is concerned, placed at 21,362 families or 76,154 individuals, the National Disaster Risk Reduction and Management Council (NDRRMC) situational report showed.

The floods in Cotabato City, which declared a state of calamity, have been blamed on water hyacinths or water lilies that have accumulated along the Rio Grande de Mindanao.

“Clearing of water lilies started on June 16 joined by some 800 enlisted Army and police personnel and hundreds of civilian volunteers,” NDRRMC Benito Ramos said.

As of June 20, the water lilies were significantly reduced and floodwaters subsiding, but the water level remained high and continuously threatened Cotabato City residents, he added.

Initial estimate of damage to crops and properties has been placed at P429 million, the bulk of which is from agriculture estimated at P388.3 million. (Sunnex)
