Exclude’ vice guv from Balili probe

BUSINESSMAN Criso-logo Saavedra, who urged the anti-graft office to investigate the Capitol’s purchase of the Balili property in the City of Naga, believes the vice governor should not be among those who should be punished.
“Per affidavit of former Provincial Board (PB) member Juan Bolo, it was through the approval and coordination of Gov. Gwen Garcia, with the cooperation and connivance of the members of the provincial appraisal committee, members of the technical working group, the provincial budget officer and the owner of the Balili property that the alleged illegal and anomalous transaction was consummated,” Saa-vedra said.
Bolo’s affidavit
He attached the Sept. 1, 2009 affidavit of Bolo, who the governor had described as the facilitator of the deal.
In the document, Bolo confirmed his “role, participation and involvement in the purchase,” but said this was authorized by the governor.
“Vice Gov. Gregorio Sanchez Jr. was never part of the illegal transaction and was never consulted until Governor Garcia and Bolo requested the PB for an authority to sign a memorandum of agreement (for the purchase),” Saavedra said.
The Province purchased the 24.9-hectare Balili property for nearly P99 million. It was later discovered that part of the property was underwater.
Last Monday, Sanchez executed his counter-affidavit to allegations he was involved in the Balili controversy.
In the six-page document, the vice governor said the signature on the resolution authorizing the governor to sign the agreement on behalf of the Capitol was not his approval of the deal.
‘No evidence’
“Said resolution was unanimously approved by the PB and that I, in the exercise of my ministerial duty as presiding officer of the PB, affixed my signature attesting to the action taken on said resolution,” he said.
“There is no evidence that I caused undue injury to any party; neither is there evidence that I gave any party unwarranted benefits, advantage or preference in my official function through manifest partiality or gross inexcusable negligence,” he said.
He said he may have been included in the ongoing preliminary investigation and administrative adjudication by the anti-graft office because associate investigators from the Public Assistance and Corruption Prevention Office implicated the entire PB when they recommended the upgrading of their fact-finding investigation.
“It is public knowledge that I was one of those who openly denounced the Balili deal and urged the return of the money paid by the Provincial Government to the landowner,” he said.
Yesterday, Sanchez’s family also admitted he suffers from throat cancer, ending months of speculation on the actual state of his health.
