Ex-PCSO publicity chief faces tax evasion raps

A FORMER official of the Philippine Charity Sweepstakes Office (PCSO) was slapped with tax evasion cases on Thursday, the 55th of such case filed since President Benigno Aquino III assumed office.
The Bureau of Internal Revenue (BIR) filed a case against Manuel Garcia, public relations and publicity department manager of the PCSO from 2001 to 2010, for failing to remit around P18.91 million to the government from 2006 to 2010.
Garcia is facing five counts of willful attempt to evade taxes and five counts of willful failure to supply correct and accurate information in his income tax returns from 2006 to 2010.
According to the BIR, the filing of tax evasion charges stemmed from graft complaints filed by advertising executives Alexander Quisumbing and Ludovico Yuseco before the Office of the Ombudsman last May.
Both claimed that they paid Garcia under duress P16.1 million and P12.61 million, respectively, as bribe money in exchange for the payment of their advertising services in radio, television, and newspapers.
They presented as evidence paid personal checks and validated deposit slips indicating that the cash proceeds were delivered and deposited to the account of Garcia.
Earlier, PCSO Board Secretary Eduardo Araullo said Garcia allegedly gets around 40 to 50 percent from advertising placement fees.
Explaining the merit of the complaint, the BIR compared Garcia’s declaration in his income tax returns and the pieces of documentary evidence gathered from Quisumbing and Yuseco in their graft complaints.
The revenue agency said that Garcia understated his gross taxable income by 2,606 percent or P10.8 million in 2006, 1,195 percent or P5.21 million in 2007, 469 percent or P2.4 million in 2008, 132 percent or P8.16 million in 2009, and 333 percent or P2.45 million in 2010.
Inclusive of surcharges and interests, Garcia’s unpaid tax obligation of P18.91 million, is broken down as follows: P8.10 million (2006); P3.57 million (2007); P1.47 million (2008); P4.56 million (2009); and P1.21 million (2010).
Other personalities with pending tax evasion cases are former First Son and Ang Galing Pinoy party-list Representative Juan Miguel Arroyo and his wife Angela, and actress Daiana Meneses, among others. (Virgil Lopez/Sunnex)
