Envi exec: Loss of life, property in Davao flood could have been averted

LOSS of life and property could have been minimal during the recent flashflood in Davao City if local officials could have barred human settlements near the Pangi River, which overflowed and swept areas along its path.
Environment Secretary Ramon Paje said the river and its surrounding communities have been declared as a flood-prone area according to the “Terrain Analysis of the Davao City Watershed” study by the Mines and Geosciences Bureau (MGB) in 2005.
The Davao City council also passed an ordinance called the Watershed Code in 2007 to carry out the recommendations of the study.
Sun.Star Davao reported in 2005 that the analysis pushed to limit the land use in areas most susceptible to erosion and landslide totalling 12,240 hectares to agricultural non-tillage activities.
At least 30 people were confirmed dead while nearly 14,000 families were displaced from five villages after the flood, according to a Friday report by the National Disaster Risk Reduction and Management Council (NDRRMC).
As a result, Paje recommended to local government units to prohibit habitation in areas declared as “highly susceptible” to flooding and landslides by the MGB.
Local officials should also familiarize themselves with geohazard maps and implement necessary measures to reduce the impact of disasters, he said.
These measures include the installation of early warning systems that will monitor water level in the rivers, like the one installed in the Marikina River, which nearly overflowed at the height of Tropical Storm “Falcon” (international name: Meari) last June 24.
Heavy rains ahead
Paje also made the appeal after the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) reported that heavier rains are still expected until September despite the end of La Niña last month.
In a briefing last Thursday, Science and Technology Undersecretary Graciano Yumul said that this year’s rainy season will still be accompanied by residual effects of La Niña, which brings above-average rainfall.
The MGB has already completed the geohazard assessment and mapping throughout the country, and has distributed geohazard maps with a scale of 1:50,000 to all local government units.
Under the government’s geohazard mapping project, the following were identified as top 10 flood-prone provinces: Pampanga, Nueva Ecija, Pangasinan, Tarlac, Maguindanao, Bulacan, Metro Manila, North Cotabato, Oriental Mindoro, and Ilocos Norte.
The project has also identified flood-prone provinces along the eastern seaboard to include the following: Cagayan, Isabela, Aurora, Camarines Norte, Camarines Sur, Northern Samar, Eastern Samar, eastern side of Leyte, Surigao del Norte, Surigao del Sur, Agusan del Sur and Davao Oriental.
For his part, Senator Juan Miguel Zubiri hopes that the passage of the Forest Management Bill (Senate Bill 2550) will provide a long term solution to the country’s flood problems.
The measure mandates the development and adoption of a policy based on rational allocation of forestland use, and promotion of land use practices that increase productivity while conserving soil, water, and other resources.
It is currently being prepared in a technical working group by Zubiri’s committee on environment and natural resources before submitting it to a plenary discussion when the Senate session resumes on July 25. (Virgil Lopez/Sunnex)
