Education ‘superbody’ formed

THE City Government of San Fernando over the weekend reconstituted the Education Governing Council (EGC), a “superbody”, which will look into the needs and concerns of division schools in the city.
Created under Executive Order CMO 2011-017, the EGC will serve as a clearing house for proposals and policy recommendations from stakeholders, and will come up with appropriate reform agenda that will address the alarming state of the city’s educational system.
It will also arrest the education malady with crossing over the functions of other bodies, like the local school board.
Its primary objective is to devise a truly effective educational system for the city–partnered with the Department of Education–based on the principle “Education is the true foundation of progress and good governance.”
Mayor Oscar Rodriguez told Sun.Star Pampanga that the EGC is a continuation of the education summit held about six years ago.
“This is a continuation of that summit. The EGC is a big factor in our governance and we will be able to identify what the education sector really needs and what should be done to improve the system, Rodriguez said.
“Practically, the problems are the same, like the lack of facilities and resources and shortage of teachers. And the education governing council will find solutions to these concerns,” added.
During its first summit at the Ninoy Aquino Amphitheater at Heroes Hall on Friday evening, the council looked at the Division of City Schools situationer targeted for 2014 and initial recommendations.
Among those discussed include greater access to education, efficiency of programs and quality of outcomes as measures of performance; numerates and baseline data, reading and cut dropout rates.
Initial improvement recommendations include the implementation of Project Reach or barangay mapping, intensifying the Balik Eskwela campaign, partnerships with the private sector and improving teacher-student ratios.
The EGC is chaired by Rodriguez and is composed of representatives from the education sector both public and private, parents-teachers federation and students from various schools. (Jovi T. De Leon)
