Drivers decry LTFRB phase out program
CITY OF SAN FERNANDO—Public utility van (PUV) drivers based here have protested against the new program of the Land Transportation Franchising and Regulatory Board (LTFRB).
Orly Juan, president of the Bocaue-Pulilan-SM Pampanga via NLEx Drivers’ Association (BPSNDA), said the new LTFRB program seeks to phase out public utility vehicles which are 13 years old and above.
Juan, along with 70 drivers and operators from the BPSNDA, aired their protest in front of the LTFRB regional office in Barangay Maimpis, San Fernando on Monday.
Under the Comprehensive Garage to Terminal Express Service Program, the LTFRB said that 13 year old taxis, garage to terminal and utility van express units without enough safeguards for industry dependents would no longer be allowed to be used for public consumption starting early 2013.
“What the LTFRB fails to understand is that vehicle parts of our vans are changed from time to time to keep them in condition. Our vehicles are still in good condition so why disallow us from using them for a living?” Juan said in Filipino.
Moreover, Juan said they have no means to replace their vehicles should the LFTRB strictly implements the new program early next year. He added that more than 300 families will be affected should their vans be disallowed to ply their routes.
LTFRB Regional Director Patricio Bruno faced Juan and his colleagues saying he cannot do anything to change the new program.
However, Bruno advised drivers and operators to write a letter to the LTFRB national office stating reasons why they disagree to the new program.
Efren de Luna, president of the Alliance of Concerned Transport Organizations (ACTO), has already written such letter to the LTFRB national office.
Public utility jeepney drivers have expressed fears that the LTFRB might implement the same memorandum to them.
