Documents involving 1,500 Ombudsman cases ‘tampered’

A CONSIDERABLE number of documents concerning 1,500 cases handled by a former deputy has been found to have been tampered, the Office of the Ombudsman said Wednesday.
At a press conference at the Ombudsman’s central office in Quezon City, spokesman Mary Rawnsle Lopez said an inventory of cases turned over by former deputy ombudsman Mark Jalandoni revealed that some of the documents “had been altered.”
Lopez said Jalandoni superimposed his signature over that of former over-all deputy ombudsman Orlando Casimiro, now the acting ombudsman.
She said there had been a “systematic cut and paste” where Jalandoni’s signature was pasted over Casimiro’s signature.
The accusation against Jalandoni, if true, endangers the validity of documents that he, as deputy ombudsman for Luzon, handled.
“(When) you alter the meaning of an official document for whatever reason, whether (you) acted on it with finality or not, that affects the integrity of the document,” Lopez told reporters.
Lopez could not say whether this would mean the reversal of decisions on individual cases, saying the office is focused “on the fact that the documents were tampered, and this affects the integrity of the cases.”
She said she does not know why Jalandoni did what he has been accused of, but that the Office of the Ombudsman will wait for his explanation.
In the meantime, Casimiro has ordered the filing of falsification charges against Jalandoni for “(superimposing his signature) in the portion of decisions and resolutions issued by the office to make it appear that he is the final approving authority.”
The Ombudsman will push to have Jalandoni disbarred and removed from the roll of attorneys, Lopez said.
Jalandoni, like Casimiro, was a deputy when Merceditas Gutierrez was ombudsman.
He resigned in April after he was accused by non-governmental organization, Serve the People Movement Incorporated, of dishonesty, grave misconduct, falsification of documents. He resigned from office days later, saying he wanted to spare the ombudsman from controversy.
Gutierrez herself resigned in May, having been impeached by the House of Representatives in March.
She said she resigned to avoid a drawn-out impeachment trial at the Senate that would distract Congress and the Office of the Ombudsman from doing their jobs. (Sunnex)
