Divorce bill divides House members

AFTER the controversial reproductive health (RH) measure, members of the House of Representatives are now torn about another divisive topic – the divorce bill.
On Wednesday, the House committee on revision of laws began discussions on the proposed legislation legalizing divorce in the country.
On the same day, independent pollster Social Weather Stations (SWS) revealed that public support for divorce vastly improved over the past six years.
Conducted in March, the survey showed that one in two Filipinos agreed that divorce for separated couples should be legalized.
Divorce bill author and Gabriela Women’s Party Representative Luz Ilagan said the survey only reflects the growing need for divorce as an additional remedy for failed and abusive marriages.
“We cannot deny the reality that there are marriages that turn sour. There are marriages that are abusive, even violent and there are bigamous marriages. We need to address this reality and give couples in these failed marriages the option of divorce,” Ilagan said.
However, several of Ilagan’s colleagues disagree with the measure she filed, saying the State should preserve the sanctity of marriage.
“I feel that we will lose the importance and sanctity of marriage (if the bill is passed). (It’s) better to just add counseling before marriage,” Buhay party-list Irwin Tieng said in a text message.
Manila Representative Amado Bagatsing, who also opposes the RH measure, said Congress “should not make it easy to break a family” especially that the State is already recognizing legal separation and annulment.
Youth Against Corruption and Poverty (Yacap) party-list Representative Carol Lopez meanwhile thinks that legislators should look at divorce in a different perspective.
“We are giving a fresh start to people who had a breakdown in their relationships; and instead of being careless in playing around couples will be more careful for fear that their partners can divorce them. It is making annulment available, accessible, and affordable to the masses. It is apt to the times,” she told Sun.Star.
The authors of the divorce measure earlier said that legalizing divorce will enable poor couples to afford the process of separation.
Davao City Representative Karlo Nograles prefers to listen to the arguments first in the committee level being a member tasked to approve or disapprove the bill.
“I cannot give a categorical answer yet. I would like to listen first to all the arguments before I state my decision,” he said. (Kathrina Alvarez/Sunnex)
