Divided House leaders a problem for RH bill’s passage

A HOUSE leader on Monday said the passage of the highly-divisive reproductive health (RH) bill “remains an uphill battle” despite the measure’s inclusion in the priority bills set by the Aquino administration.
Majority Leader Neptali Gonzales II stressed that despite being a priority measure, the RH bill may not be enacted since some of his co-leaders, including Deputy Speaker and Cebu Representative Pablo Garcia, are against its legislation.
The RH bill is still pending in the House of Representatives for second reading approval.
“Passing the RH bill is a very tough job. It remains an uphill battle despite its inclusion in Ledac (Legislative-Executive Development Advisory Council),” Gonzales said.
RH debates are set to resume Tuesday next week (November 15), one day after Congress resumes session from a one-month break.
The vote, however, won’t likely take place before the end of the year.
“How can you put that into a vote when your co-leaders are even against its (RH bill) passage? We are divided here,” the House leader pointed out.
Gonzales, however, stressed that as an advocate of the measure, he will “do everything in approving the measure to teach every Filipino family about the benefits in life of having and raising a manageable and ideal size of a family.”
