Dagupan aims to become top oyster producer

DAGUPAN City, which considers itself the world’s milkfish capital, is now trying to become the Philippines’ top oyster producer, said Mayor Benjamin Lim on Tuesday, years after he helped forge the city’s identity as the “Bangus Capital of the World”.
The forging of the city’s identity helped promote the city’s tasty and succulent bonuan bangus after it launched its Bangus festival in 2002. But currently, the mayor is looking beyond bangus.
With the city’s rivers now clear of fish pens and other fish traps, Lim is positioning the city as the country’s top oyster producer in the near future, as well as, “the world’s seafood capital.”
“It has been my vision to transform our city as the country’s top oyster producer and the world’s leading seafood provider,” the mayor said.
Lim made these remarks during the recent launching of the oyster culture project in Poblacion Oeste, a livelihood project in line with “ILog Ko, Bilay Ko,” a campaign that won bronze prizes in the 2011 International LivCom Awards in Korea.
The oyster farming program will benefit around 600 families, most of whom were displaced caretakers of fishpens from barangays Carael and Lucao.
Under the program, each family will receive seven pieces of bamboo, four floaters, and four anchors for the construction of a six-by-six-meter floating raft capable of producing 1,300 oysters hanging on rubber strips measuring two to three meters long.
Recipient-families will be taught on site or at the actual place assigned to them on how to construct the floating raft, said City Agriculture Officer Emma Molina. This technology was developed by Bureau of Fisheries and Aquatic Resources (BFAR).
Molina, meanwhile, said that the construction of floating oyster rafts along the rivers of Carael and Lucao complies with fishery laws.
“We initially considered Carael and Lucao for this program because these are the traditional areas where we produced good quality oysters before we almost lost them because of the proliferation of fish pens before,” she explained.
Molina added that the beneficiaries will also be taught how to properly maintain the oyster raft.
“Part also of their equity is to comply with the right technology, which we are going to impart to them and the payment of their Aquaculture Lease Agreement (ALA) in accordance with the city’s fishery ordinance,” she said.
Lim had explained that each beneficiary will be earning around P50,000 per harvest, which usually takes place every four to five months in a year.
“In other countries, one small oyster is being sold at P50. If we can produce good quality oyster then we will market Dagupan now as the oyster king of the Philippines and the seafood producer of the world bukod sa pagkakakilala sa atin as the Bangus Capital of the World,” he said.
Lim also cited studies that said a small oyster is capable of cleansing 50 gallons of water.
“So if we will be able to propagate more oysters, in due time will be able to produce other sea products at mas mabilis lumaki ang mga isda dahil malinis ang ating ilog. And we are not just going to give livelihood to everyone, but we are also protecting our rivers for the future generation to savor and enjoy its produce,” he assured.
After giving enough notice and warning to fish pen owners and operators last year, the city started demolishing fish pens and other fish traps October last year.
A moratorium was also implemented to give the rivers “time to heal and breath.” (LCMY/Sunnex)
