Councilor challenges mayor to a ‘face-off’

MEXICO, Pampanga — After the well-watched Pacquiao-Marquez bout Sunday, Mexicanos are shifting their eyes to the political arena after Councilor Rex Calma has challenged Mayor Teddy Tumang to a “face-off”.
In his privilege speech, which was abruptly adjourned by Vice Mayor Roy Manalastas because of heated debates and arguments, Calma said he had personally requested the Commission on Audit (COA) to conduct a special audit on all his transactions and that of his colleagues — Councilors Ruding Gonsales and Manny Manalo.
This is to verify allegations made by Mayor Tumang against the councilors’ alleged anomalous transactions.
“With this, I challenge Mayor Tumang to a face-off and prove his counter allegations. Kami mayroong proof and documents sa aming nalalaman sa kanyang mga ginagawa. He should also show proof about his accusations,” Calma said.
In his handwritten letter to State Auditor IV Remedios Soto dated and received November 9, 2011 by the audit team, Calma said: “In our continued effort and cause for good governance and transparency in government service, may I respectfully request your good office for the special audit of all my transactions/vouchers from July 01, 2004 up to the present with regards to the allegations of Mayor Tumang on irregularities for the P20,000 monthly construction materials. Also, kindly provide us a detailed audit report of all Sangguniang Bayan (Municipal Council) members.”
Calma, while reiterating his camp’s latest allegations against Tumang, said they have discovered more recent anomalies and irregularities entered into by Tumang.
This includes the alleged tampered sales invoices of relief goods procured from a supermarket in the City of San Fernando and hundreds of cavans of rice purchased from a Bulacan retailer.
“All the suppliers in these transactions have been referred to him ng mga kapanalig niya sa SB tulad ng AC Agromax na walang business address at mga documents. Kaya kami ay patuloy na ini-expose ang mga anomalyang ito upang mawala na ang corruption at managot na ang dapat managot,” said Calma.
“I challenge Mayor Tumang to answer all these allegations and face me and my colleagues with vouchers and documents against us. Panalangin namin na maparusahan na ang dapat maparusahan para matahimik na ang Mexico at ang mga kawawang tao at para na rin pumasok na ang mga investors na natakot na sa aming bayan dahil sa mga anomalyang nangyayari dito at sa awayan dawn g SB at ng mayor,” he added.
Calma and Gonsales also alleged that some majority councilors should also be audited on their transactions which have reportedly “hurt” the council.
“We really do not care if you take the side of Mayor Tumang. What hurts us is you have hurt the SB because you have tarnished its reputation for funds which you reportedly divided among yourselves. May proof kami dahil mga kasamahan na rin natin, during our conference in Bohol, ang nagsabi,” the councilors said.
But the majority councilors, who begged off with their names being dragged into the controversies, denied the allegations, saying “those are serious accusations. We demand that we be furnished copies of the privilege speech and copies of the journal from our secretary.”
It was in the height of those debates and finger-pointing that the vice mayor decided to adjourn the morning session.
Tumang, for his part, maintained his previous statements that the allegations against him are baseless and he has been cleared by proper authorizes, reportedly including a special COA audit team and Department of Interior and Local Government that recently awarded him and the Municipal Government the Seal of Good House Keeping and medal of excellence in governance.
In an interview with Sun.Star Pampanga Saturday night at SM City Pampanga, Tumang said he remains “cool and steady” despite the continuing attacks on him, which he described as “mere political grandstanding and political harassment” by his detractors.
“I would just wait for the proper venue and forum for all their allegations against me and his challenge,” he said.
