Council to create unified ordinance on security

CITY OF SAN FERNANDO — The Provincial Board (PB) will create a unified ordinance that will regulate used and pre-owned car dealerships, as well as ensure security in all of the province’s towns, cities and barangays.
The decision came after Friday’s emergency meeting convened by Governor Lilia Pineda.
Pineda called for the meeting to thresh out “problems” on the province’s peace and order situation, following the spate of carjackings and rise in crime here.
The governor, declaring an all-out war against criminal activities, said she was irked by some sectors’ accusations that Pampanga became the dumping ground of victims killed elsewhere, and is being used as a staging point for heinous crimes.
The unified ordinance, which Pineda and members of the council approved, was suggested by Bacolor Mayor Jomar Hizon.
First district Board Member Crisostomo Garbo, vice chairman of the PB’s committee on peace and order, said they will immediately come up with the unified ordinance and will cover most of what has been taken up in the meeting.
He said they will include the monitoring of transients, the submission of contracts by those who rent apartments to their respective barangay authorities and police, the regulation of all second-hand car dealerships, the training of Bantay Bayan personnel, and the allocation of funds.
Garbo said the ordinance will be cascaded to municipal and barangay governments.
Hizon’s suggestion included the securing of special permits of car dealers from local authorities, including a clearance from the National Bureau of Investigation, to ensure that all transactions are legal. (Jovi T. De Leon)
