Congress leaders to meet on Charter change
MANILA — House Speaker Feliciano Belmonte Jr. has set a meeting with Senate President Juan Ponce Enrile to discuss proposals to amend the 1987 Constitution.
“Charter change is not yet dead as of the moment,” Belmonte said.
Enrile recently revived talks on amending the Constitution with an aim to put high priority on the military budget amid the Philippines’ territorial dispute with China over the Panatag (Scarborough) shoal.
“We’ll have to meet first and agree on the strategies. But we are a very supportive Congress and we passed everything to sustain economic growth and restore business confidence in the country,” said Belmonte.
Last year, the House committee on constitutional amendments discussed eight possible revisions in the Charter, which include the scrapping of the removing the 60 – 40 percent equity limitations, and extending the 25 + 25 land lease agreement.
Belmonte said proposed amendments to the Constitution will have better chances of getting the approval of Congress is President Benigno Aquino III will get on board with the initiative.
“We need all his (Aquino) blessings to make the initiatives successful because at the end of the day, he will make the final judgment after Congress passed the amendments and agreed upon by the people through the plebiscite,” the House leader added.
Malacanang, however, has said that Cha-cha is not priority of the current administration.
House Majority Leader Neptali Gonzales II earlier said that deliberations on the 2013 budget and next year’s elections could affect Charter change’s chances of getting approved in Congress. Budget deliberations will start in the committee level by August. (Kathrina Alvarez/Sunnex)
