COMELEC imposes gun ban in Cabanatuan City
CITY OF SAN FERNANDO—Commission on Elections (COMELEC) has imposed effective Sunday a gun ban in Cabanatuan City in relation to the conduct of the December 1 plebiscite that would ratify its conversion into a highly urbanized city (HUC).
The poll body’s Resolution No. 9548 promulgated that “no person shall bear, carry, or transport firearms or other deadly weapons in public places in Cabanatuan for period November 5 to December 11, 2012 except for members of the Philippine National Police, Armed Forces of the Philippines and other law enforcement agencies who are only allowed possession while in full uniform, and in the actual performance of his/her election duty in the specific area designated by the Commission. The ban also covers air guns and airsoft guns.”
“Authority to bear, carry or transport firearms of security agencies issued during the May 2010 National and Local elections, and October 2010 Barangay and SangguniangKabataan elections remain valid provided that the conditions earlier imposed are complied with. However, new personnel or firearms are subject to the evaluation and approval of the Regional Joint Security Control Center of Central Luzon” COMELEC added.
President Benigno Aquino III issued Proclamation No.418 on July 4 after Cabanatuan met all the requirements for such elevation as per the Local Government Code of 1991 including a minimum population of 200,000 as certified by the National Statistics Office, latest income of at least 50 million based on 1991 constant prices as certified by the city treasurer, and an approved resolution of a majority of the members of the SangguniangPanlungsod supporting such move which has been fully endorsed by the city mayor.
Considered the commercial, industrial and educational hub of Nueva Ecija, Cabanatuan was founded as a barrio of Gapan in 1750, became a municipality in 1780, and a city in 1950 by virtue of Republic Act No.526.
In case of approval, it will be the third in Central Luzon to enjoy a HUC status after Angeles in Pampanga and Olongapo in Zambales.
