CJ nominees live interview won’t factor in Aquino’s decision-making
LIVE interviews of the candidates for the next Chief Justice will not affect the decision-making of President Benigno Aquino III, a Malacañang official said Wednesday.
“The President will base his decision on the constitutional requirements as provided by the Charter and that would be his sole basis for making a decision,” presidential spokesperson Edwin Lacierda said.
He noted that while there are some nominees who might become popular after the live interview conducted by the Judicial and Bar Council (JBC), the decision as to who should sit as next Chief Justice is still with the President.
“It’s not a Filipino Idol form,” Lacierda said.
He said the Chief Executive has no time to watch the live panel interview, which started a day after his third State of the Nation Address (Sona) on Monday.
Aquino has until August 27 to appoint the successor of former Chief Justice Renato Corona, who was ousted by the Senate impeachment court last May 29 due to culpable violation of the Constitution and betrayal of public trust.
The first six aspirants interviewed by the JBC on Tuesday were Presidential Commission on Good Government (PCGG) Chairman Andres Bautista, lawyer Soledad Cagampang-de Castro, Justice Secretary Leila de Lima, De La Salle University law founding dean Jose Manuel Diokno, Solicitor General Francis Jardeleza and women’s rights lawyer Katrina Legarda.
Interviewed on Wednesday were Supreme Court Associate Justices Roberto Abad and Arturo Brion, lawyer Rafael Morales, former University of the Philippines law dean Raul Pangalangan, Elections Commissioner Rene Sarmiento and retired Bulacan judge Manuel Siayngco Jr.
The JBC will finish the interview on all 20 candidates for the top judicial post on Friday.
Lacierda said he is certain that the JBC interview will not influence the President’s decision in the event the three names are submitted to him.
He said the President will still conduct his own interview with the persons who will be included in the JBC’s shortlist.
Senator Edgardo Angara said the JBC should look beyond the political affiliations of candidates and focus instead on other qualifications.
“We ought not to stigmatize the person because of his relationship to the appointing power. If you review the appointment of chief justices in the country, many were political appointees but many of them turned out to be outstanding choices,” he said.
Angara, a former president of the Integrated Bar of the Philippines, said whoever will be appointed must have wide experience in handling court cases and in dispensing justice.
“The next Chief Justice must be upright and above all visionary – a person who can see the problems of our country beyond his own tenure,” he said.
