City Hall workers stage silent protest on new cities

CITY OF SAN FERNANDO — City Hall employees here are staging silent protest against the recent decision of the Supreme Court (SC) converting 16 municipalities into cities.
During their flag raising rites on Monday, the City Hall employees wore black armbands printed with “Stop the illegal conversion of municipalities – League of Cities of the Philippines (LCP).”
The black armbands will be worn by City Hall employees until the High Court reverses its decision.
Mayor Oscar Rodriguez, also president of the LCP, initiated the wearing of the black armbands, hoping that the High Court will reverse its decision.
The mayor is also due to file a motion for reconsideration to reverse the SC decision on Wednesday.
Rodriguez said the conversion of the 16 municipalities into cities is unconstitutional and illegal, adding the new cities can affect the Internal Revenue Allotment (IRA) of existing cities like San Fernando and Angeles.
“Here alone, we will be losing up to P20-million share from the IRA every year. This could affect the funding, most especially of our core programs,” Rodriguez said.
He also noted that in the Local Government Code, a town should at least have P100-million income per year and about 150,000 residents, among others, for it to become a city.
“Not all of these municipalities comply with these requirements,” Rodriguez said.
He noted El Salvador, Misamis Oriental, which has an annual income of P17 million and about 17,000 residents.
Aside from El Salvador, other protested municipalities include Mati, Davao Oriental; Naga, Cebu; Bogo, Cebu; Carcar, Cebu; Baybay, Leyte; Catbalogan, Samar; Tandag, Surigao del Sur; Lamitan, Basilan; Borongan, Samar; Tayabas, Quezon; Tabuk, Kalinga; Bayugan, Agusan del Sur; Batac, Ilocos Norte; Guihulngan, Negros Oriental; and Cabadbaran, Agusan del Norte.
Rodriguez said the SC can still change its decision like what it did in 2008.
The 16 towns were converted into cities in 2007. Upon petition by the LCP, the SC reversed its decision declaring the cityhood laws as unconstitutional.
The SC even denied a second motion for reconsideration from the towns that lost their cityhood. However, the SC changed again its decision through an order issued last week bringing back the cityhood of the 16 municipalities. (Charlene Cayabyab)
