City exec vows supports to persons with disabilities

ANGELES CITY — Acting City Mayor Vicky Vega-Cabigting expressed support to persons with disabilities (PWDs) in observance of the National Disability Prevention and Rehabilitation (NDPR) Week held Monday.
during the flag raising ceremony at the city hall.
The weeklong celebration, which started July 17 until 23, has a theme: “Making the Rights Real for Filipinos with Disabilities.”
Vega-Cabigting said the city is committed to support and take the lead in the implementation of programs, projects and services for the welfare of persons with disabilities.
“We need to show our concern and support to the PWDs by way of promoting their rights and privileges,” the vice mayor said.
To highlight this year’s observation of the weeklong event is the guarantee on the enjoyment of same rights and opportunities of PWDs as everyone else.
She said these rights would give them the opportunity to become more independent and active partners in nation building.
At present, the city employs 31 PWDs who are assigned as ticket checkers in movie theaters and as administrative staff in other city offices.
Vega-Cabigting also lauded the PWDs for their diligence in attending the City Government’s flag raising rites every Monday.
Under Republic Act (RA) 9442, an act amending RA 7277 otherwise known as “Magna Carta for Disabled Persons,” all PWDs are given a 20 percent discount in all business establishments, a privilege that senior citizens also enjoy.
The City Health Office (CHO) here continuously conducts registration of PWDs for the issuance of their privilege IDs, which they could use in availing the 20 percent discount on restaurants; for their purchase of medicines in all drugstores; for their transportation and in other leisure and recreational facilities.
As part of the program in the observance of the NDPR Week, a film viewing was held at the SM City Clark on Monday; radio guesting on Agyu Tamu Angeleno program over GVFM 99.1 on Tuesday; PWD Fun Games at the Angeles Elementary School on Wednesday; forum on RA 9442 and ID distribution on Thursday; and the Regional Abilimpics at Bren Z. Guiao Convention Center, City of San Fernando on Friday where two PWDs in the city will officially participate.
The NDPR Week is an annual celebration of the National Government spearheaded by then National Commission Concerning Disabled Persons (NCCDP) by virtue of Proclamation 1870 issued in June 22, 1979 by then President Ferdinand Marcos.
Subsequently, in August 19, 2000, President Joseph Estrada issued Proclamation 361 superseding Proclamation 1870, wherein the celebration of that weeklong event was spearheaded by the National Council for the Welfare of Disabled Persons, the forerunner of NCCDP and now the National Council on Disability Affairs.
