Cities league welcomes Mabalacat cityhood

CITY OF SAN FERNANDO — League of Cities of the Philippines (LCP) president and this city’s Mayor Oscar Rodriguez expressed happiness Wednesday over the passage of a bill converting the first-class municipality of Mabalacat into a component city.
On Tuesday, the House committee on local government approved House Bill 2509 (An Act Converting the Municipality of Mabalacat in the Province of Pampanga into a component city to be known as the Mabalacat City) sponsored by first district Representative Carmelo Lazatin, paving the way for its cityhood within this year.
“I am happy for Mabalacat. We at the LCP are not against those which are qualified. We are against those which are not qualified because it is very dangerous and will open the floodgates for those unqualified LGUs [local government units] which will affect the IRA [internal revenue allotment],” said Rodriguez.
Mabalacat thus joins 21 other cities, which will be among the 122-group, considered qualified in terms of income, population and land area.
The LCP is still contesting the alleged illegal conversion of 16 other municipalities into cities.
“To me, because I know the workings becoming a city, makakaganda iyan sa Mabalacat. It will mean additional IRA for them and additional infrastructure. It will also mean added stature for Mabalacat and can have its own identity as a destination for those who travel o iyung mga nagbi-business,” said Rodriguez.
Mabalacat’s conversion into a city has long been a cherished dream of Mayor Marino Morales, who has foreseen it to be “Manoma”, or the Makati North of Manila.”
Once the town becomes a city, the local government will be more efficient in the delivery of social services, said Morales.
“We will be able to carry out with our plans and programs and we will show to the people a government that cares and a government that is responsive,” Morales said, as he similarly expressed his appreciation for the approval of the Mabalacat cityhood bill.
