Church cautious on Aquino’s mining policy
THE details have yet to be revealed but the Catholic Church believes the upcoming executive order of President Benigno Aquino III on mining will not cure the ill-effects of the multi-billion dollar industry to the environment and communities.
Members of the Catholic Bishops’ Conference of the Philippines (CBCP) said they are not totally against mining but measures should be required to safeguard the environment, and protect the rights of indigenous groups, who are normally displaced because of these projects.

“Our problem in our mining policy cannot be cured by a mere EO because that’s just palliative. That’s not enough. There is a need to overhaul our mining policy,” said Fr. Edu Gariguez, executive secretary of the CBCP National Secretariat for Social Action, Justice and Peace (Nassa). For his part, Sorsogon Bishop Arturo Bastes took exception of the provision giving the National Government full control over large-scale mining activities.
“The National Government can impose everything even if the local stakeholders are against it. That is what we do not want,” said Bastes, a member of the CBCP Permanent Council.
Malacañang announced Saturday that Aquino already signed the executive order on mining policy with the details set to be revealed Environment Secretary Ramon Paje on Monday.
The order is expected to set guidelines that will harmonize conflicting interests of the mining industry, national and local governments, and environmental groups.
Aquino earlier promised to release the executive order in February but it was delayed as various groups have strongly been lobbying for and against mining.
Deputy presidential spokesperson Abigail Valte said the views and opinions of the stakeholders were considered in crafting it, especially on the issue concerning small-scale miners.
Several quarters have warned of questioning the order before the courts, although it has not yet been formally released.
Valte said Malacañang is ready to defend the order but also appealed to critics to read it first.
“We are prepared to defend it if it is challenged (before the courts),” she said.
Church leaders, however, push for the passage of the Alternative Minerals Management Bill (AMMB) in Congress.
The AMMB, which is now being deliberated by the Technical Working Group of the natural resources committee of House of Representatives, is a consolidated version of House Bills 206, 3763, 4315 and several mining-related bills.
A counterpart measure (Senate Bill 3126) was also filed by Senator Sergio Osmeña III last February 15.
Gariguez said the bill was taken up in the ongoing 105th CBCP Plenary Assembly at the Pope Pius XII Catholic Center in Manila.
The priest said CBCP-Nassa chairman Bishop Broderick Pabillo presented the paper on mining during the assembly with an aim of gathering support from the rest of 100 bishops.
“We will use this to convince our senators and congressmen to support this bill, because if this EO of PNoy (Aquino) is also a failure and this Aquino administration will also favor the mining companies, then we have no hope left,” said Gariguez.
