Cebu City ‘needs all help’ to implement P550-million drainage master plan

THE Cebu City Government is seeking a grant from the Asian Development Bank-Cities Development Initiative for Asia (ADB-CDIA) for the implementation of the P552.6-million flood mitigation and drainage master plan of the city, an official said.
Because of the scale of the project, City Administrator Jose Marie Poblete said the City needs all the help it can get for the immediate implementation of the drainage master plan.
Cebu City’s drainage master plan covers the construction of detention basins or mini-dams (P88 million), rainwater tanks (P15.7 million), infiltration beds and trunks (P79.1 million), improvement of water channels (P276.3 million), improvement of drainage (P89.3 million), and desiltation of waterways (P4 million).
The amount for each project includes the preparation of technical guidelines and designs, information, education and communication, and the detailed survey.
The implementation of the flood mitigation and drainage master plan was supposed to start in 2006 yet.
Under the plan, the desilting and drainage improvement, including the channel improvement, were supposed to start in 2006 and end in 2008.
The rainwater harvesting, construction of detention basins and mini dams, construction of drainage trunks and infiltration beds, on the other hand, were supposed to be implemented in 2007 yet and are expected to be finished in 2020.
Assistance needed
The City’s executive department has appropriated some funds under its proposed P1-billion supplemental budget (SB) 2 this year for the partial implementation of the drainage master plan, but Poblete said it still needs the assistance of the ADB-CDIA.
“Considering the enormity of the project, we really need every help we can get for the implementation of the drainage master plan,” Poblete said in an interview yesterday.
The city administrator said the mayor wants to immediately implement the drainage master plan so as to address the flooding problems in the city.
Last January, widespread floods hit Cebu and Mandaue Cities. Last month, rains also flooded most of the city’s streets.
