CAR braces for ‘Juaning’

THE Office of Civil Defense-Cordillera Administrative Region (OCD-CAR) advised local Disaster Risk Reduction Management Councils to go on alert status as the region braces for the arrival of Tropical Storm Juaning.
Ronald Villa of the OCD-CAR told Sun.Star Baguio that reports of local disaster councils to the Cordillera Disaster Risk Reduction Management Council as of 12 p.m. on Tuesday still showed fair to cloudy weather conditions.
However, as early as Tuesday morning, as soon as Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) declared all six of the region’s provinces at signal number 1, Villa said they relayed to all local disaster councils to be on alert status to effectively mitigate whatever damages the heavy rains will bring.
Regional line agencies also expressed preparedness with the Department of Interior and Local Government continuing the information dissemination drive to all local government units to prepare for any eventuality.
The Department of Public Works and Highways-CAR reported it has standby teams and equipments ready for the next 24 hours to clear highways when landslides and road cuts occur.
This includes a Quick Response Team from the DPWH Regional Office to conduct clearing operations and also conduct rescue and retrieval operations.
As of Tuesday, the DPWH reported road closures in sections of the Mt. Province Ilocos Sur Road, particularly in the Calabra Bridge, damaged by previous typhoons, while other entry and exit points to the region remain clear from slides.
The Department of Social Welfare and Development also prepared its list of evacuation centers, particularly schools supervised by the Department of Education, and P300,000 worth of relief packs ready to be given away to evacuees if the typhoon worsens.
The departments of Trade and Industry and Agriculture also relayed to OCD-CAR to keep monitoring prices of basic commodities and agricultural products to prevent overpricing in the next few days as well as provide assurance stocks are enough for one to two weeks.
The Department of Health said it has alerted all government hospitals to prepare for additional patients in case of a strong typhoon while the Armed Forces of the Philippines and Philippine National Police are ready to be dispatched to provide rescue during disasters.
Volunteer responders are also on standby to help out in case of flooding or landslides, the OCD-CAR reported.
OCD-CAR also added emergency frequencies used by radio communication equipment, satellite phones and BGAN communication equipment are also available to be used when communication is disrupted during the height of the typhoon.
Classes were suspended in all pre-schools in the region as of yesterday.
Meanwhile, the Department of Education said classes in elementary and high school are automatically suspended at Signal No. 2.
Class suspension remains at the discretion of school authorities during heavy downpours at the tertiary level and automatically suspended at Signal No.3.
Local chief executives also have the option to suspend classes in their localities during typhoons and heavy rains which often result to flooding or landslides.
In its 11 a.m. Tuesday bulletin, Pagasa spotted “Juaning” at 100 kilometers northeast of Daet, Camarines Norte. “Juaning” still packed maximum sustained winds of 65 kilometers per hour (kph) near the center and gustiness of up to 80 kph.
It is moving west northwest at 19 kilometers per hour threatening the Quezon-Aurora area.
Pagasa said “Juaning” is expected to make landfall around 8 p.m. Tuesday if it will not change direction. Pagasa added in its forecast that by Wednesday morning, “Juaning” is expected in the vicinity of Dagupan City and at 260 kilometers west northwest of Laoag City by Thursday morning.
Residents in low-lying and mountainous areas under signals are alerted against possible flashfloods and landslides. (Sunnex)
