Businessman wants closer review of tenure bills

CITY OF SAN FERNANDO — Businessman and Pampanga Chamber of Commerce and Industry (PamCham) vice chairman Rene Romero is calling government leaders to review closely the implications of the pending tenure bills in Congress to the business sector of the country.
Romero on Thursday said there is a need to review House Bill 4863 – a consolidation of eight Security of Tenure Bills; Senate Bill No. 858 – “Security of Tenure Act of 2011;” and House Bill 375 – “P125 Across-the-Board Daily Wage Increase.”
House Bill 4863 and Senate Bill No. 858 seek to prohibit and penalize companies for contracting and outsourcing work, which is a globally established business practice, based on exigency and intended to maximize efficiency in operations through job specializations and strengthening of core competencies subsequently enhancing cost effectiveness and ensuring sustainability for the company.
Romero, however, said officials should first go into the overall dynamics of the business establishments in order to better address the issue and not put the operations of large business enterprises in peril.
“People should also understand that contractualization is part of the overall business process,” Romero said, adding the government should also take the side of the business sector on the issue, so as to meet in a better approach that will not totally eliminate contracting and outsourcing.
The businessman said the proposed laws should not invalidate the basic principle of human resource management of acquiring and retaining efficient and effective employees subsequent to a prescribed provisional period.
“These proposals also seem to undermine a company’s legal right to relieve workers guilty of unscrupulousness, delinquency and or malfeasance. The provisions should be clear cut to take all possible employment scenarios,” Romero said.
Romero said the business sector here is set at opposing the said bills.
