Board to eliminate gender abuses through GAD council

CITY OF SAN FERNANDO — Members of the provincial committees on women and social services are moving for the formal institutionalization of a Gender and Development (GAD) council that will eliminate and act as deterrent against abuse of women and children.
This came as the two committees met with the GAD council members and resource speakers to outline the programs of the GAD program in the province over the weekend. The meeting was attended by the Provincial Police Women’s Desk, Provincial Social Welfare and Development among others.
Committee on women and children chair Trina Dizon said that the institutionalization will pave the way for the creation of the GAD code of the province.
Dizon laments that though the National Government had long been advocating the creation of GAD codes for respective local government units, Pampanga’s GAD code has never been fully realized.
“The GAD Code will invoke the provisions of the Convention on the Elimination of all forms of Discrimination against Women (Cedaw),” Dizon said. The Cedaw, which aims to protect the rights of women, is known as the treaty on women or the international bill of the rights of women.
It was signed by 185 member-nations of the United Nations in which the Philippines is one of the signatories in 1980 during the international convention of women held in Beijing, China.
First district Board Member Crisostomo Garbo, for his part, said the PB had asked the members of the council to submit data on the problems, proposed programs and development works for the GAD program here and as basis for the drafting of the code.
Committee on social welfare chair Monina Laus told Sun.Star Pampanga that there is a need to address the many intrinsic problems of women abuse in the local setting. She said that the GAD program should also be responsive with the needs of the communities here.
“This code will also inspire towns in the province, which is required by law to create their own GAD programs,” Laus said.
Laus said that prevention of crimes against women and children, child abuse, child labor, unfair labor practices for women should be properly implemented and this would be achieved, she said, through a comprehensive GAD code.
Laus said that many towns also did not have a gender and development (GAD) plan, violating Executive Order 273, which requires government agencies to incorporate GAD in their planning, programming and budgeting processes. EO 273 also mandates towns to set aside five percent of their total budget for GAD-related programs.
Laus assures that the GAD program for the province will be fully supported by Gov. Lilia Pineda, which she said is pro-gender development. Laus said that she is optimistic their steps for the GAD program here will bear fruit.
The two committees are set to meet again this week for the drafting of the GAD code, which will later be submitted to the Provincial Board for approval.
