Binay most trusted government official: survey

VICE President Jejomar Binay remains the country’s most appreciated and most trusted government official, a Pulse Asia survey conducted from May 21 to June 4 revealed.
Binay scored a high 83 and 81 percent as approval and trust ratings, respectively, while President Benigno Aquino III enjoyed a 71-percent grade in both categories.
The two highest officials also enjoyed a single-digit disapproval rating of four percent (Binay) and eight percent (Aquino).

Supreme Court (SC) Chief Justice Renato Corona, meanwhile, was not only rated the lowest in overall approval with 28 percent, but also had the highest disapproval score of 24 percent.
According to Pulse Asia, between March and May 2011, the only significant change in the overall performance ratings of the top five government officials is the 11-percentage point decline in the approval rating of House Speaker Feliciano Belmonte Jr.
Belmonte scored essentially the same approval and indecision ratings (39 percent versus 37 percent).
In a text message to Sun.Star, Belmonte said he “will try to analyze” why his ratings dropped in the recent Pulse Asia survey.
Senate President Juan Ponce Enrile enjoyed a 57-percent approval but had a 49-percent score in trust rating.
President Aquino and Vice President Binay scored majority approval ratings in all geographic areas and socio-economic classes.
Senate President Enrile’s performance was appreciated in every geographic area but failed to score above 50 in the approval rating of Class ABC; while both House Speaker Belmonte and Chief Justice Corona obtained non-majority approval ratings across all geographic areas and socio-economic classes.
Taken into consideration in the results of the survey are the search for the new Ombudsman following the resignation of former Ombudsman Merceditas Gutierrez, the granting of a 22-peso cost of living allowance for Metro Manila workers, the loss of lives and damage to infrastructure and agriculture in Central Luzon and Bicol due to Typhoon Bebeng, the resignation of Department of Transportation and Communications Secretary Jose “Ping” de Jesus and Bureau of Corrections Director Ernesto Diokno, the ongoing debates on the Reproductive Health bill, and the dispute between the Philippines and China over the Spratly Islands in the West Philippines Sea, among others.
Recent survey results from Pulse Asia and Social Weather Stations showed a dip in President Aquino’s approval ratings.
In a press statement, House Minority Leader Edcel Lagman said Aquino’s leadership and performance are in bad shape because he refuses to hear bad news.
Aquino earlier said that there are two to three Cabinet members who are always weighing him down.
“President Aquino must appreciate Cabinet members who have the concern and courage to tell him bad news which is indispensable in order that the Aquino administration can make rectifications and reforms,” Lagman said.
“Positive responses to bad news are building blocks to good governance. Bad news should spur responsible leadership,” he added.
For her part, Zambales Representative Mitos Magsaysay said Speaker Belmonte is the one to be blamed for his low ratings because of the House’s leadership failure to provide its members their priority development assistance fund (PDAF) or more commonly known as “pork barrel”.
“Talagang babagsak ang ratings ni Speaker kasi wala kaming inuwi sa district namin eh,” Magsaysay, a member of the House opposition bloc told reporters in a news conference.
