Bill seeking to upgrade JBL facilities approved
CITY OF SAN FERNANDO–A bill filed by Fourth District Congresswoman Anna York P. Bondoc-Sagum seeking to upgrade the bed capacity, services and facilities of the Jose B. Lingad Memorial General Hospital in this city, amounting to some P300 million, has been approved during the 3rd regular session of the 15th Congress recently.
House Bill 3331, or “An Act Increasing the Bed Capacity of the Jose B. Lingad Memorial General Hospital in San Fernando, Pampanga from Two Hundred Fifty (250) to Five Hundred (500), Upgrading its Services and Facilities and Professional Health Care, Authorizing the Increase of its Medical Personnel and Appropriating Funds Therefor” was filed by Bondoc-Sagum on Sept 23, 2010.
The bill seeks to increase authorized bed capacity of the JBLMGH from 250 to 500, which will be implemented for a period of not more than four years from the approval of the Act.
This, according to Bondoc-Sagum, is in consonance with the constitutional mandate to promote and protect the right of the people to health and instil health consciousness among them.
“It is the policy of the state to secure the well-being of the people by providing them efficient health services,” she added.
Apart from seeking to increase the hospital’s bed capacity, the bill also seeks to upgrade the existing service facilities and professional health care services of the JBLMGH to conform with and be commensurate to the bed capacity increase.
Also sought by the bill is that the existing work force of the hospital be correspondingly increased, with the Department of Health, in coordination with Department of budget and Management and Civil Service Commission determining the plantilla positions to be created and filled up upon prior consultation with the JBLMGH.
In her explanatory note, Bondoc-Sagum stressed that the JBLMGH, which started operations in 1921 as the former Pampanga Provincial Hospital, has achieved great accomplishments not only in its services but also in the facilities and infrastructure.
“The JBLMGH is committed in improving the health of the people not only in Pampanga but in nearby provinces,” she added, saying the increase in bed capacity from 250 to 500 would further enhance the hospital’s capacity of promoting public health and to cater to medical patients.
For his part, Fourth District Board Member Nestor “Bay” Tolentino said that HB 3331 is a welcome development to the provincial government and is a manifestation of support to the health programs being initiated by Gov. Lilia “Nanay Baby” Pineda.

Ito ay isang significant piece of legislation na very timely considering na congested na ang JBL at ito rin ay sagot sa mga programa ng ating mahal na Gobernadora (Pineda) na ma-improve ang mga district hospitals sa Pampanga,” Tolentino said.
He said that the additional bed space will maximize health services in the said hospital in relation to the governor’s thrust to improve District hospitals all over the province.
Meanwhile, former Fourth District Congressman Juan Pablo “Rimpy” P. Bondoc, Anna York’s brother who is running for congressman, said that if he would win in the upcoming May 2013 election, he would continue the programs and projects of his sister.
“Our cabalens in the Fourth District can be assured that once we are elected back in office, I will continue to deliver much needed services to our people in terms of infrastructures projects, health programs, education, livelihood, environmental concerns, farming , legislation among others,” Bondoc said.
