Authorities shift operations from search, rescue to retrieval

PANTUKAN, COMPOSTELA VALLEY — Just four days after a landslide struck a small-scale mining area in Sitio Diat, Barangay Napnapan here, authorities on Monday shifted their operation from search and rescue to retrieval.
The Pantukan Municipal Disaster Risk Reduction and Management Council came up with the decision during a meeting Monday evening.
Aside from the shift to retrieval operation, authorities will also start relocating miners located inside the identified high risk areas in Sitio Diat. It was learned that the affected miners have already been served an order to vacate the area as soon as possible.
Cash assistance of P5,000 were also given to the landslide victims, while an undisclosed amount was given to those affected by the relocation.
Liza Mazo, Office of the Civil Defense (OCD)-Davao Region chief, told Sun.Star Davao over the phone that despite a thin chance of rescuing still trapped miners, the government remains hopeful to safely rescue identified missing persons in the area.
Based on the latest report from OCD-Davao Region as of Tuesday afternoon, the death toll remains at 36; injured at 16; seven of them are already home after sustaining minor injury; and 37 identified missing persons.
“Possible pa na naa pay buhi sa ilahon, pero dili ta maka ingun unsa kataas ang (It is possible that there still alive trapped miners but we cannot speculate on the percentage of the) possibility, what we have right now is faith,” Mazo said.
She said the villagers there were already been told to vacate the area after the state declared it as a “no habitation area”.
Mazo said the job of rescuing teams is really hard since mine holes are filled with either water or mud after the landslide due to massive rains.
Compostela Valley Governor Arturo Uy will be conducting a press conference to present the members of the independent commission that he will be creating to look into the latest Pantukan slide.
He said the commission will be tentatively composed of the Department of Interior and Local Government, the Mines and Geosciences Bureau, the Department of Environment and Natural Resources, the OCD, the chairman of the committee on environment of the Provincial Board and non-governmental organizations.
Uy said the commission will focus on determining who will be held liable for the tragedy. He said one of those who will be investigated is Pantukan Mayor Celso Sarenas.
The governor said he has received reliable information that Sarenas failed to enforce the “no habitation policy” of the local government in Sitio Diat, Barangay Napnapan because the mayor himself maintains mine tunnels in the said area.
“Naga-feedback mga minero dun na kaya daw di nya mapaalis mga bahay dun kasi may tunnel sya dun. I have yet to verify it. If this is true, dapat masuspend yan,” Uy said.
