Aquino to discuss Spratlys issue in Asean summit

PRESIDENT Benigno Aquino III will continue to promote the Zone of Peace, Freedom, Friendship and Cooperation (ZoPFFC) as solution to territorial dispute in South China Sea (West Philippine Sea to Philippines) during the 19th Association of Southeast Asian Nations (Asean) Summit in Bali, Indonesia next week.
In a press briefing in Malacanang, Foreign Affairs Undersecretary Erlinda Basilio said the President, in his various bilateral meetings, will underline the importance of maintaining peace, stability, maritime safety and security in South China Sea.
“We will move the process forward by going the Asean route. So since we are a member government of the Association of Southeast Asian Nation, we’ll continue to pursue the Zone of Peace, Freedom, Friendship and Cooperation in the context of Asean,” Basilio said.
ZoPFFC is an initiative of the Philippines that President Aquino presented during the 18th Asean Summit in Jakarta last May. China earlier rejected the proposal as it did not recognize its nine-dash line policy that claimed almost all areas of the West Philippine Sea.
Basilio said the Philippines would present a new proposal that will take off from the ZoPFFC to “make it easier for China to come around and sit down with us.”
She noted that the proposal would be “more acceptable” to China.
“Because it (ZoPFFC) is a major advocacy of the Philippines and we believe that it is an actionable framework that will enable us to effectively implement the projects which we have agreed upon under the Declaration of the Conduct of Parties in the South China Sea, we hope that Asean member countries, including China, will see the merits of the Philippine proposal,” she said.
Vietnamese President Truong Tan Sang, during his recent visit in the country, pledged support to promote ZoPFFC.
The Asean summit will be held from November 17 to 19.
According to Basilio, the President will be attending various related summits including: 19th Asean Summit, the Asean-China Commemorative Summit, the 14th Asean-Japan Summit, the 14th Asean Republic of Korea Summit, the 14th Asean-Plus Three Summit, the 3rd Asean-US Leaders’ Meeting, the 4th Asean-UN Summit, the Asean Leaders’ Meeting with the Asean Business Advisory Council, the 9th Asean-India Summit, and the 6th East Asia Summit.
She said the President will promote Philippine advocacies for Asean that are aligned with the three pillars of foreign policy, namely political security, economic diplomacy, and assistance to nationals.
The following advocacies are: the Zone of Peace Freedom, Friendship and Cooperation, Maritime Security, Non-Proliferation, Food Security, Disaster Management, Connectivity, Biodiversity, Migrant Workers’ Protection, Drug-Trafficking, Human Rights, Trafficking in Persons, and Education.
The President will also witness the signing of several agreements, such as the agreement on the establishment of the Asean coordinating center for humanitarian assistance and disaster management, declaration on Asean unity and cultural diversity, and the Bali Declaration on Asean community in a global community of nations.
Aquino will also be present in some side events such as the Asean Business and Investments Summit and an Asean fair.
Basilio said the President will most likely have a bilateral meeting with United States President Barack Obama at the sidelights of the Asean-US leaders. (Jill Beltran/Sunnex)
