Aquino orders fund release for Oro pipeline rehab, restoration

PRESIDENT Benigno Aquino III has ordered the release of funds to rehabilitate and restore Cagayan de Oro city’s water distribution systems which have been damaged by floods caused by Typhoon Sendong.
On Monday, he ordered the Department of Budget and Management (DBM) to release P52.8 million to fix and repair damaged pipelines, including wells to alleviate the city’s water supply shortage.
Aquino also ordered the release of P619.6 million for the continued implementation of the Potable Water Supply Project to provide safe drinking water and basic sanitation services in waterless communities.
The funds will be released to the Local Water Utilities Administration (LWUA), which oversees the development of water supply systems in provincial cities and municipalities outside Metro Manila.
“The Aquino administration pledged swift action in providing disaster relief to all Sendong-affected areas, beginning with Cagayan de Oro’s compromised water systems. We are releasing P52.8 million to the LWUA so we can jumpstart repairs in the city’s water facilities and restore the water supply in the local community,” Budget Secretary Florencio Abad said in a statement.
He said P32.4 million of the LWUA fund for Cagayan de Oro will be used to repair water source and production facilities. The remaining P20.4 million fund will be directed to restoring critical service connections to local concessionaires.
The Potable Water Supply Project is being concurrently implemented with the conditional cash transfer (CCT) program of the Department of Social Welfare and Development, as well as other key social protection programs initiated by the Aquino administration.
Communities chosen for the program were based on: a) poverty criteria of National Anti-Poverty Commission, b) “Seal of Good Housekeeping” standards of the Department of Interior and Local Government, c) priority areas identified by the Department of Health for the reduction of water-borne diseases, and d) guidelines of the National Economic Development Authority-Investment Coordination Committee pertaining to national government grants for devolved services.
As another low pressure area has entered Mindanao, Malacanang reminded the public to remain vigilant and take the necessary precautions.
Deputy presidential spokesperson Abigail Valte said National Disaster Reduction and Management Council executive director Benito Ramos has already specified the list of areas likely to be hit by the storm including the regions of Northern Mindanao, Davao, Caraga, and Soccsksargen regions.
Valte, meanwhile, said the government continues to address the needs of the provinces hit by Sendong even during Christmas day.
“There are groups of counselors and psychologist who will fly to Cagayan de Oro tomorrow to give counseling to affected residents,” she said.
