Aquino leads Rizal Day rites

PRESIDENT Benigno Aquino III led Friday the nation’s observance of the 115th death anniversary of national hero Dr. Jose Rizal.
At 7 a.m., Aquino led the simultaneous nationwide flag-raising ceremony, which was followed by wreath laying rites at the Rizal Monument in Rizal Park (Luneta), the place where Rizal was executed via a firing squad by the Spanish colonizers on December 30, 1896.
The President also graced the unveiling of the Rizal Fountain historical marker at the Noli Me Tangere Garden in Rizal Park. The fountain was a gift of the German government to the Filipino people on December 30, 1964. It was renovated in time for the Rizal Day commemoration.
Among those present at the event were Vice President Jejomar Binay, Manila Mayor Alfredo Lim, US Ambassador to the Philippines Harry Thomas, National Historical Commission of the Philippines Chairman Dr. Maria Diokno, and Armed Forces Chief of Staff Lieutenant General Jessie Dellosa, among others.
Several members of Rizal’s clan, namely Marlene Jacinto, Mia Syquia Faustman, Ma. Luisa Tinio Bayot and Securities and Exchange Commission Chairperson Teresita Herbosa, were also present.
President Aquino did not deliver any speech during the event.
Flag raising events were also held in other parts of the country, including Calamba in Laguna and Dapitan City in Zamboanga.
In time for the Rizal Day rites, the Department of Budget and Management announced the release of P150 million for the installation of energy-efficient lighting fixtures at the Rizal Park.
The release was ordered by President Aquino.
The money will also be allotted for the lighting system in Paco Park in Manila.
“Brighter and safer Rizal and Paco Parks await the public in 2012 for the government is set to improve lighting system in the area beginning January of next year,” Budget Secretary Florencio Abad said in a statement.
Abad said the project is implemented upon the initiative of Tourism Ramon Jimenez, “who is pushing for safer, cleaner and more energy-efficient tourism.”
The funds will be used to replace the 733 existing lamp posts in Rizal Park and 41 in Paco with solar-powered lights, as well as the 456 incandescent and fluorescent bulbs with 534 light-emitting diode (LED) lights.
Abad noted that the use of solar-powered LED lights is being advocated by the government for energy- and cost-efficiency. The retrofitting project will reduce the electricity consumptions of National Development Planning Commission (NDPC) by 83 percent yearly, or about P16.11 million from its present electricity utilization rate of P19.36 million.
Furthermore, the Musical Dancing Fountain in Rizal Park will be provided with two energy generation systems as an energy-saving device.
“The government is more willing to support projects and programs that will not only bring progress, but more importantly, these projects and programs will take into consideration the preservation of the environment,” Abad said.
Other projects that are meant to intensify security and crime prevention efforts of the government will be implemented, including the installation of 25 units of closed-circuit television and construction of command and control station at Rizal Park.
Some air-conditioning units in NPDC will be replaced with solar-powered units to help save energy and electricity. The implementation of the project will start at the beginning of 2012 and in time for the commemoration of Dr. Jose Rizal’s birth anniversary in June. (Jill Beltran/Sunnex)
