Aquino hears concerns of weather bureau employees

PRESIDENT Benigno Aquino III on Tuesday made a surprise visit to the office of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) in Quezon City to hear concerns of employees regarding their unpaid benefits.

Weather forecasters and employees of Pagasa staged a protest early Tuesday urging the Aquino government to release their benefits, such as hazard, longevity pay and other allowances.
The employees wore black armbands as a show of protest for their unpaid benefits that have been suspended since March this year supposedly due to lack of funds.
Republic Act 8439, or the Magna Carta for Scientists, Engineers, Researchers and other Science & Technology Personnel in Government, grants weather bureau employees with benefits that include longevity pay, hazard pay, and subsistence allowance and laundry allowance (Sala).
President Aquino said the government will be releasing the longevity and Sala anytime this August. However, he could not promise the release of the hazard pay, saying the Department of Budget and Management would still have to process its budget.
An ordinary employee of Pagasa receives P7,000 to P8,000 monthly in benefits.
Budget Secretary Florencio Abad, who was with the President during his visit to the Pagasa office, assured Science and Technology Secretary Mario Montejo and the employees of Pagasa that their concerns will be addressed.

The President said he was bothered when he heard in the news that Pagasa employees were staging protest amid Tropical Storm “Helen.”

“I went here to remind our weather forecasters that we have weather disturbance. Flood victims still have worries on how to cope with these disasters. Let us not add to their burden,” he said.
“I have talked to our Budget Secretary and Secretary Montejo and they are addressing your concerns immediately. They are coming up with solution that will not create ripple effect that will distort pay and benefits,” he added.
