Aquino creates screening committee for Armm

PRESIDENT Benigno Aquino III has created a screening committee to screen and recommend persons to be appointed as officers-in-charge (OICs) in the Autonomous Region in Muslim Mindanao (Armm).
Under Executive Order (EO) 51, signed by the President on July 28, the screening committee is tasked to submit a list of nominees to the President for positions such as regional governor, regional vice governor, and members of the regional legislative assembly.
The appointment of OICs is the result of the passage of the Republic Act 10153, which postponed the holding of elections in Armm scheduled on August 8 and synchronized it with the national and local elections in May 2013.
The OICs will take charge of the province until new elected officials are installed in office in 2013.
Aquino earlier said that this is one way of instituting reforms in the impoverished region.
Members of the screening committee include Interior Secretary Jesse Robredo, Defense Secretary Voltaire Gazmin, Presidential Political Adviser Ronald Llamas, one representative from the civil society group to be appointed by the President, and one representative to be nominated by five governors and one city mayor in the Armm.
The EO said Robredo shall convene the committee immediately upon the effectivity of the order. He will preside the opening session until a chairman is elected by the committee.
The committee, meanwhile, has to submit a shortlist to the President within 30 days from its first meeting but not later than 10 days before September 30.
The shortlist should include at least three nominees to every position. It should also be consulted with the Senate President and the Speaker of the House of Representatives.
In determination of the qualifications of applicant, the committee shall consider educational preparation, experience, performance, accomplishments, reputation for honesty, integrity, incorruptibility, irreproachable conduct, and fidelity to sound moral and ethical standards.
The Office of the President will provide funds for the committee.
