Aquino adviser fires 2 after misusing government vehicle

PRESIDENT Benigno Aquino III’s Political Adviser Ronald Llamas fired two of his staff members after they found to have misused his government-issued vehicle, which figured in a traffic accident in Quezon City last Friday.
Two of Llamas’s administrative and support staff—Joey Pecson and John Alarcon—rode Llamas’ official vehicle, a Mitsubishi Montero with the protocol license plate 6*OPA, when the accident took place.
Llamas was not in the vehicle during the incident as he is currently in Geneva, Switzerland, attending an Executive Committee meeting of the United Nations High Commission for Refugees (UNHCR).
In a statement, the Office of the Political Adviser (OPA) said the two were instructed to use the vehicle to go to Llamas’ house and ensure it was secure in his absence.
But the two proceeded to use the vehicle for their own personal purposes without authorization and against explicit office policies, according to the OPA.
“Llamas gave explicit instructions before departing for abroad that the firearm be unloaded from the vehicle and safely secured, but apparently, the two staff members neglected to comply with these instructions,” the OPA said.
The OPA said it “deeply regrets this unfortunate incident and has already initiated the process to effect the immediate dismissal from the service of these two staff members.”
“The OPA is also extending full cooperation to the ongoing police investigation, and fully supports any legal and judicial processes that may arise as a result of this incident,” the statement said.
The OPA pointed out that “there has been no attempt by anyone to withhold information about the incident, either from the police, media, or the public, or to allow those found responsible to escape
culpability for their actions.”
Llamas’ office also said that the firearm seen in the video footage taken at the scene of the accident is duly registered with the appropriate authorities in the name of Llamas, and is covered by a valid firearms license.
The firearm is kept for his personal security, the OPA said.
The Malacañang office explained that in the immediate aftermath of the accident, Alarcon sent a text message to the security detail of Llamas, informing them of what had occurred.
“Following protocol, the security detail rushed to the scene of the accident and secured the contents of the vehicle, which, apart from the firearm, included some personal belongings of Llamas,” the OPA said.
“This was done to prevent the loss of the firearm and other items, particularly since bystanders had already gathered at the scene and had unrestricted access to the vehicle,” it added.
The same day, staff members from the OPA accompanied Tecson, the driver, to the Commonwealth Avenue Police Station, and turned him over to the police.
Tecson gave a voluntary statement to the police and was provisionally released subject to the outcome of the police investigation.
Presidential spokesperson Edwin Lacierda on Sunday said previous attempts on the life of Llamas justified the need for his security escorts to bring high-caliber firearm.
“There were threats to his (Llamas’) life prior to this (incident). He occupies a very sensitive position … He talks to so many people as political adviser of the President,” he said.
