Amendment on solid waste management law sought

CITY OF SAN FERNANDO — Kapampangan lawmakers are urged to initiate a legislative measure in Congress to amend the Ecological Solid Waste Management Act of 2000.
Governor Lilia Pineda said it is about time to amend several provisions of the existing law on solid management — Republic Act No. 9003 — to solve the looming garbage problem.
She also said the Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB) should be responsible for the establishment of either a regional or provincial sanitary landfill.
Under the present law, the DENR-EMB merely formulates plans, programs, and appropriate environmental quality standards for the protection of the environment.
It is also mandated to monitor the compliance of the local government units on Solid Waste Management Act.
The law, however, is “silent” as to who is responsible in putting up a landfill.
“A fourth-class municipality in the province with its limited resources cannot on its own put up a sanitary landfill,” Pineda said.
The governor further proposed that each local government unit must give a corresponding share for the sanitary landfills from their Internal Revenue Allotment (IRA), which the Department of Budget can automatically deduct before its release.
First district Representative Carmelo Lazatin acted favorably on the governor’s proposal. He said he will be filing a bill in Congress seeking to amend pertinent provisions of the Republic Act No. 9003 as suggested by Pineda. (Herbert P. Mapiles)
