5% of IRA for solid waste programs sought

APALIT – The Provincial Board recently approved a resolution enjoining all municipalities and barangays in Pampanga to allocate five percent of their Internal Revenue Allotment (IRA) for their solid waste management programs.
Fourth District Board Member Nestor Tolentino, chairman of the committee on environment, said Resolution 1797 was approved Monday during the Board’s regular session.
Tolentino said this move will greatly help the Provincial Government in solving the garbage problem.
“The Capitol cannot do it alone without the cooperation and support of the mayors and barangay chairmen,” Tolentino said.
He said an estimated 200 metric tons of garbage is being produced by the 19 municipalities and one city of the province.
According to their study, the Provincial Government would have to spend some P350 million a year to solve the garbage problem.
“Masyadong magastos kung ang probisya lang ang magbabayad para sa paghahakot ng basura sa landfill, kung kaya kailangan natin ang share ng mga mayor at barangay. Walang malaking problema na hindi kayang lutasin kung tayong lahat ay tulong tulong, in our own small way,” Tolentino said.
Pampanga Mayor’s League secretary general and Floridablanca Mayor Eddie Guerrero said the five percent allocation of IRA from the LGU was discussed during a recent meeting with Governor Lilia Pineda and second district Representative Gloria Macapagal-Arroyo.
Tolentino also passed Resolution 1798, enjoining all municipalities in the province to require business establishment applying or renewing permits to submit to the local government unit their Solid Waste Management Plans and Programs prior to the issuance of necessary permits to operate.
Tolentino said this is to make sure that business establishments are environmentally friendly and have complied with existing environmental laws.
Another resolution passed by Tolentino, Resolution 1796, requests the Provincial Environment and Natural Resources Office, Department of Public Works and Highways, Philippine National Police and Pampanga Provincial Police Office to monitor and clear if any, all garbage, encroachers and informal settlers along the east and west portion of the Mega Dike and other existing flood control dikes in Pampanga.
