5 Central Luzon provinces to plan Manila Bay rehab efforts

CITY OF SAN FERNANDO — About 94 municipalities in the five provinces in Central Luzon will formulate their five-year action plans for the Manila Bay clean-up, rehabilitation and preservation program.
Aside from Pampanga, Bulacan and Bataan, the Supreme Court recently included Nueva Ecija and Tarlac in the regional effort of the restoration of the Manila Bay.
Except for Nampicuan and Cuyapo, all the other 30 towns in Nueva Ecija traverse the Rio Chico, Santor and Penaranda rivers which all drain down the Pampanga River and finally to the Manila Bay.
The towns of Concepcion, Capas, Bamban, La Paz, Victoria and Tarlac City also traverse the Malasalasa River, which is a tributary of the Pampanga River.
Department of Interior and Local Government (DILG) Regional Director Florida Dijan said these planning activities are necessary since all the provinces included in the continuing mandamus of the Supreme Court are required to submit quarterly reports of accomplishments using all forms prescribed by the Court.
The planning activities will be held on November 24-25 and 28-29 at the Maharajah Hotel in Angeles City.
On November 24, 12 towns from Bataan and six towns from Tarlac will do the planning of their activities for 2011-2015.
The 24 towns from Bulacan will address the problem of industries dumping liquid and solid wastes down Manila Bay on their planning on November 25.
Pampanga’s 22 towns and Angeles City will converge on November 28 to plan the clean-up of rivers, esteros and waterways to address massive flooding during the rainy season.
On the 29th, the 30 towns of Nueva Ecija will not only identify factories, commercial establishments and private homes along the river banks but also devise ways to affect their closure or relocation.
